Trade Agreement: NAFTA/AIT/Canada-Peru FTA/Canada-Colombia FTA Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: NMSO - ORACLE PEOPLESOFT TRAINING E60ZH-130001/A Steele, Brian (121zh) Telephone No. - (819) 956-3569 NOTICE OF PROPOSED PROCUREMENT Public Works and Government Services Canada (PWGSC) has a requirement for Commercial off the Shelf Peoplesoft Training. The Offeror must offer Peoplesoft training at the Contractor's facility including instructors on an "if and when requested" basis. The Offeror must offer Training courses with instructors and facilities to accomodate participants. The participants are Government of Canada personnel. Courses will be delivered in either of the two options: Individual Registrations: the enrolment of a participant into an instructor-led, classroom base, publicaly offered course identified in section 1 of this Statement of Requirement; or Private Class Registrations: the enrolement of a group of participants (maximum 15) into an instructor-led, classroom based, private course which is limited to the Identified User in the call-up instrument provided by the Project Authority The Standing Offer (SO) period will be for 1 year with the irrevocable option to extend the Standing Offer by 2 periods of one-year. PWGSC will issue up to 32 National Master Standing Offers (NMSO). There is no security requirement associated with this requirement. Pursuant to section 01 of Standard Instructions 2006, Offerors must submit a complete list of names of all individuals who are currently Directors of the Offeror. Furthermore, as determined by the Special Investigations Directorate, Departmental Oversight Branch, each individual named on the list may be requested to complete a Consent to a Criminal Record Verification form. The requirement is subject to the provisions of the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT). An offer must comply with the requirements of the Request for Standing Offers and meet all mandatory technical evaluation criteria to be declared responsive. The Offeror must bid on a minimum of one of the PeopleSoft Training Courses, Private Class Registration, identified in Annex B, Basis of Payment or provide a percentage discount for Individual Registrations identified in Part B - Resulting Contract Clauses, clause 5.1.1) to be considered for the issuance of a Standing Offer. Each course identified in Annex B, Basis of Payment will be evaluated individually for Private Class Registration. The percentage discount for Individual Registrations will be evaluated separatly from the Private Class Registration. Up to 32 Standing Offers can be issued from this Request for Standing Offer; one Standing Offer for each course identifed for Private Class Registration (Annex B, Basis of Payment) and one Standing Offer for Individual Registrations (Part B - Resulting Contract Clauses, clause 5.1.1). The responsive offer with the lowest evaluated price for each Private Class Registration bid on, will be recommended for award of a Standing Offer. The responsive offer with the highest percentage discount for Individual Registrations will be recommended for award of a Standing Offer. The location of each individual registration training session will be identified and provided by the Standing Offer Holder at the time of the reponse to the request of the Project Authority via the call-up form. Training can be delivered across Canada but excludes the locations classified under the Comprehensive Land Claims Agreements in Effect.
