    Employment and Social Development Canada is seeking industry feedback regarding corporate fitness centre services in order to assist in finalizing the procurement tools. 
    Employment and Social Development Canada (ESDC) has a requirement for corporate fitness center services, which includes the provision of equipment and instructor-led fitness classes, on a membership basis, in support to its Wellness Program.
    
    The contractor will be required to provide the following services to ESDC employees:
    
    1) Operate a fitness center in a as-is-space, during normal business hours, in a lease office building located at 140 Promenade du Portage, Gatineau, Quebec; 
    2) Manage fitness center’s operations and perform all required tasks;
    3) Provide staff at a reception area;
    4) Obtain all required permits, licenses, consents and other approvals for the operation of a fitness centerin the province of Quebec;
    5) Manage various memberships packages;
    6) Provide fitness equipment and machine;
    7) Provide certified fitness instructors.
    
    Canada’s intention is to award a 1-year contract with options on the part of Canada to extend the period of the contract by up to 3 additional periods of 1-year each.
    
    The requirement is limited to Canadian goods and/or services.
    
    The objectives of this RFI are the following: 
    
    1) Determine the interest and capability of suppliers to manage acorporate fitness center for ESDC in an as-is-space described in the RFI;
    
    2) Provide the industry with the opportunity to assess ESDC’s requirements and help inform on the technical criteria of the project;
    
    3) Solicit feedback and recommendations on any issues that would impact a supplier’s ability to fulfill ESDC’s requirements; 
    
    4) Solicit industry expertise on the various federal, provincial and municipal regulations in the area of corporate fitness and equipment maintenance;
    
    5) Solicit industry expertise on the certification, qualification, ability and skills required by fitness professional in the Quebec province;
    
    6) Solicit industry expertise in managing a corporate fitness center with regard to existing processes and capabilitiesthat would increase the likelihood of a successful outcome for this project; and
    
    7) Solicit industry expertise to develop a transition plan and timelines.
    
    This RFI is neither a call for tender nor a Bid Solicitation. 
    
    No agreement or contract will be entered into based on this RFI.
    
    The issuance of this RFI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada.  This RFI is not to be considered as a commitment to issue a subsequent solicitation or award contract(s) for the work described herein.
    
    Background Information:
    As part of Treasury Board Policy on Workplace Fitness Programs, ESDC promotes workplace wellness to its employees via a membership based fitness center. The fitness center is located at 140 Promenade du portage (Portage IV), in a leased office building. The fitness center is currently operated under an agreement that is set to expire. The fitness center offers a wide range of health and fitness services to ESDC employees and other government department’s employees of Place du Portage. 
    
    ESDC employees can enrol in various affordable membership packages offered by the fitness center such as peak-periodand non-peak-period memberships (access to gym and some fitness classes) and punch-card access (package access to fitness classes). Currently, the fitness center manages approximately 1,000 memberships and offers per-class purchasing of instructor-led fitness classes. 
    
    The fitness center occupies approximately 550 square meters of a below-grade floor of the office building. In addition to space for fitness equipment and instructor-led classes, there are male and female changing rooms and showers andsome storage space. ESDC, which is leasing the building, currently pays for general maintenance of the space and provides basic cleaning services.
    
    The fitness equipment and machines are designed to meet the basic needs of members, and the administration, operations and safety of the center are the responsibility of the services provider. The center offers various fitness instructor-led classes to its members.
