    This bid solicitation is a tender for bids to satisfy PWGSC’s requirement for the provision of Fairness Monitoring (FM) Services (the "Services") for the Information Technology Infrastructure in Support of Command and Control. Fairness Monitors observe all or part of departmental activities in order to provide independent assurance to the department, its clients, industry, Parliament and Canadians that these activities are conducted with integrity, accountability, and in a fair, open and transparent manner. The Services of independent third-party fairness monitors allow PWGSC to protect the interests of its clients and Canadians by identifying and resolving fairness issues in real time, thus averting fairness deficiencies and avoiding possible costly after-the-fact resolutions.
    The period of the Contract is from date of Contract to March 31, 2023 inclusive.
    
    This requirement is open only the following FM Services Supply Arrangement (SA) Holders, PWGSC File No. EP737-150967/B:
    - BDO Canada LLP;
    - Deloitte LLP;
    - HKA Global (Canada), Inc; 
    - KPMG LLP; 
    - P1 Consulting Inc;
    - Raymond Chabot Grant Thornton Consulting Inc;
    - RFP Solutions Inc;
    - Samson & Associates CPA/Consulting Inc.
    
    There are security requirements associated with this requirement.  For additional information, consult Part 6 and Part 7.  
    
    This requirement is covered under the North American Free Trade Agreement (NAFTA) and Canadian Free Trade Agreement (CFTA).
    
    This procurement is subject to the Controlled Goods Program. 
    
    The resulting Contract is not to be used for deliveries within a Comprehensive Land Claims Settlement Area (CLCSA).
    
    This bid solicitation uses Portable Document Format (PDF) technology. To access the PDF form, bidders must have a PDF reader installed. If bidders do not already have such a reader, there are several PDF readers available on the Internet.  It is recommended to use the latest free version of Adobe Reader to benefit all features of the interactive forms.
