Trade Agreement: NONE Tendering Procedures: All interested suppliers may submit a bid Non-Competitive Procurement Strategy: Government Objectives Representing Best Interests/Value to Govt Comprehensive Land Claim Agreement: No Vendor Name and Address: RACING FORENSICS INC. 3015 Kennedy Road, Unit 2 Toronto Ontario Canada M1V1E7 Nature of Requirements: ADVANCE CONTRACT AWARD NOTICE An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified supplier. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting officer will proceed to a full tendering process. REQUIREMENTS: Suppliers must first determine and demonstrate how they possess the following capabilities and must provide adequate information in order for Canada to evaluate their claims. a. Knowledge, equipment and experience to carry out the CPMA regulatory work requirements for the Equine Drug Control Program to a standard that can withstand judicial examination. b. Extensive understanding of the horse racing industry in Canada. c. A national network of qualified professionals with equine experience and without conflict of interest in relation to the horse racing industry, capable of providing collection and shipping services in accordance with prescribed standards at racetracks situated across Canada. Hours of work are irregular and locations can be remote. d. Must have the equipment, methodologies and expertise to maintain a certification in equine forensics. THE PERIOD OF THE PROPOSED CONTRACT: The period of the proposed contract including potential option years is five (5) years beginning April 1, 2021 and ending March 31, 2026. ESTIMATED COST OF THE PROPOSED CONTRACT: The estimated cost of the contract is between $5M and $6M, over the five (5) years of the contract. CANADIAN CONTENT: This requirement is subject to a preference for Canadian goods and/or services. NAME OF THE PROPOSED CONTRACTOR: Racing Forensics Inc. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The statement of capabilities will be evaluated and the decision to accept them will be at Canada’s discretion. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
