    Request for Standing Offers - National Master Standing Offer for Air Charter Services
    
    IMPORTANT: Suppliers who already have a Standing Offer in the NMSO for ACS need not make a new Request for a Standing Offer.
    
    The Travel and Transportation Management Directorate of Public Services and Procurement Canada (PSPC) (previously known as Public Works and Government Services Canada (PWGSC)), requests offers from Canadian suppliers of domestic and some international Air Charter Services (ACS) for Fixed Wing Aircraft (with a seating capacity of up to 50 passengers), and Rotary Wing Aircraft (helicopters), from bases of operations across Canada, in response to this Request for Standing Offers (RFSO). Call-up orders against the National Master Standing Offer for Air Charter Services (NMSO for ACS) resulting from this RFSO are to be raised by federal government departments and agencies, as well as Crown corporations (Identified Users), on an "as and when requested" basis.
    
    This method of supply will satisfy the needs of the aforementioned Identified Users in acquiring frequently ordered and commercially available air charter services required in the performance  of their work including, but not limited to: geological and wildlife surveys, fire-fighting, passenger transport, medevac, land inspection and search and rescue.
    
    To assist Identified Users in ordering commercially available air charter services, PSPC hereby solicits offers from interested suppliers, and will publish the prices, rates and service suites of all suppliers who submitted responsive offers to become Offerors; publication of the NMSO for ACS Catalogue is then rendered available to Identified Users on a PSPC operated, Intranet website.
    
    This RFSO works in conjunction with the Air Charter Services On-Line System (http://saa-acs.tpsgc-pwgsc.gc.ca), an Internet based application which includes an on-line data entry system for offerors to submit prices, rates and services offered and which details the on-line procedure for interested suppliers and offerors to meet the NMSO for ACS prerequisites pertaining to the Financial Offer.
    
    This RFSO uses Portable Document Format (PDF) technology. To access the PDF form, all interested suppliers must have a PDF reader installed. If interested suppliers do not already have such a reader, there are several PDF readers available on the Internet.  It is recommended to use the latest free version of Adobe Reader to benefit all features of the interactive forms.
    
    All interested suppliers must download the form directly on their computer from the Web Browser. When the download is complete, interested suppliers must open the PDF file using the PDF Reader. If interested suppliers do not download the PDF file on their computer, an error may be displayed and the tool may not work. If you are having trouble downloading the PDF file on your computer, it is possible to view the tool using the Web browser Internet Explorer. Any other Web browser will most likely not allow you to view the document. Otherwise, it is highly recommended to download the file on your computer to keep a local copy.
