    The Polar Continental Shelf Program (PCSP) of Natural Resources
    Canada requires the services of DeHavilland DHC-6 Twin Otter 300
    Series Aircraft or equivalent, to support its field operations
    in the Canadian Arctic, Arctic Ocean, Greenland, Alaska. In
    order to be considered equivalent the proposed aircraft must
    meet or exceed the DeHavilland DHC-6 Twin Otter 300 Series
    Aircraft Specifications.
    
    The field locations for the service are Resolute, Nunavut; 
    Iqaluit, Nunavut; and Inuvik, Northwest Territories.
    
    The requirements under this solicitation have been identified
    within 4 Streams of Work. As such, up to 4 contracts may be
    recommended for award. Bidders are to identify within their
    submitted proposal the Stream(s) of Work their proposal is to be
    evaluated against. The Streams of Work include:
    
    Stream 1:	is for the exclusive use of three DeHavilland DHC-6
    Twin Otter 300 Series aircraft (or 
    		equivalent) to be based out of Resolute, Nunavut.
    
    Stream 2:	is for the as and when requested use of one
    DeHavilland DHC-6 Twin Otter 300 Series 
    		aircraft (or equivalent) to be based out of Resolute, Nunavut.
    
    Stream 3:	is for the as and when requested use of one
    DeHavilland DHC-6 Twin Otter 300 Series 
    		aircraft (or equivalent) to be based out of Iqaluit, Nunavut.
    
    Stream 4:	is for the as and when requested use of one
    DeHavilland DHC-6 Twin Otter 300 Series 
    		aircraft (or equivalent) to be based out of Inuvik, Northwest
    Territories.	
    
    The period of the Contract is from January 1, 2013 to December
    31, 2013 inclusive.
    
    The Contractor grants to Canada the irrevocable option to extend
    the term of the Contract by up to two (2) additional one (1)
    year periods under the same conditions.  The Contractor agrees
    that, during the extended period of the Contract, it will be
    paid in accordance with the applicable provisions as set out in
    the Basis of Payment.
    
    This procurement is subject to the following Comprehensive Land
    Claim Agreements:
    
    a)	Nunavut Land Claims Agreement;
    b)	Inuvialuit Final Agreement; and
    c)	Gwich'in Comprehensive Land Claims Agreement. 
    
    This procurement is subject to the Agreement on Internal Trade
    (AIT).
    
    This procurement consists of Transportation services which are
    excluded from the application of the NAFTA as per annex
    1001.1b-2, Class V.
    
    This procurement is not listed under Appendix 1 of the WTO-AGP.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
