This procurement is open only to those TBIPS Supply Arrangement Holders who qualified under Tier 2 for services for the categories across Work stream 1, Work stream 4 and Work stream 5.  
Requirement
This bid solicitation is being issued to satisfy the requirement of the Department of Indian Affairs and Northern Development (DIAND) (the "Client") for Task-Based Informatics Professional Services (TBIPS) under the TBIPS Supply Arrangement (SA) method of supply. DIAND has a requirement for the provision of Tester, Business Analyst, Business Architect, Courseware Developer, Instructor IT, Technical Writer, Change Management Consultant, Project Coordinator, Project Manager and Risk Management Specialist to provide support services on an “as and when requested” basis as follows:

• One (1) A.11 - Tester, Level 3
• One (1) B.1 - Business Analyst, Level 1
• Three (3) B.1 - Business Analyst, Level 2
• Two (2) B.1 - Business Analyst, Level 3
• One (1) B.2 - Business Architect, Level 3

Resource Group 2: Training/Instruction Resources
• One (1) B.9 - Courseware Developer, Level 2
• Two (2) B.9 - Courseware Developer, Level 3
• One (1) B.11 - Instructor IT, Level 2
• One (1) B.11 - Instructor IT, Level 3
• One (1) B.14 - Technical Writer, Level 2
• One (1) B.14 - Technical Writer, Level 3

Resource Group 3: Business Resources
• One (1) P.1 - Change Management Consultant, Level 1
• Two (2) P.1 - Change Management Consultant, Level 3

It is intended for result in the award of a contract for a period of 2 year, plus 3-1-year irrevocable options allowing Canada to extend the term of the contract(s).
