Nature of Request for Information (RFI)
This is not a bid solicitation. The notices of proposed
procurement for Temporary Help Services (THS) in the National
Capital Region (NCR) can be accessed directly via

This notice is for information purposes, and pertains to the
following for the Temporary Help Services Advisory Committee
(THSAC):

1)	Terms of Reference;
2)	Committee Membership;
3)	Expression of Interest in Becoming a Member; and
4)	Meeting Minutes.
Introduction
In the fall of 2006, Public Works and Government Services Canada
(PWGSC) Acquisitions Branch (AB) created the Temporary Help
Services Advisory Committee consisting of representatives of
federal government departments and the THS industry. Since its
first meeting held on November 15, 2006, the Committee has
provided a consultative forum focused on continually improving
the methods of supply for the provision of THS to federal
government departments in the NCR. Through the Committee's
advice and recommendations PWGSC AB hopes to better meet the
needs and objectives of the Government of Canada.
Terms of Reference
The governance structure for the THS Advisory Committee is
formalized in a Terms of Reference document ratified by the
Assistant Deputy Minister, AB, PWGSC. The Terms of Reference
document outlines the purpose, scope, and governing principles
of the Committee, and provides direction for other aspects
including Committee management, membership, and meetings. The
current Terms of Reference document is included as an attachment
to this notice.
If you have comments regarding the content, format and/or
organization of the Terms of Reference included in this RFI,
please direct them to the THS Authority for the NCR by e-mail at
dgasat.acqbths@tpsgc-pwgsc.gc.ca with the subject heading "THSAC
Terms of Reference" on or before July 14, 2014. 
As this is not a bid solicitation, Canada will not necessarily
respond to inquiries in writing or by circulating answers to all
stakeholders, including potential suppliers.
Membership
The committee membership is categorized into three THS interest
groups: Supplier, Client, and Policy & Process. Section 7 of the
Terms of Reference is specific to committee membership and
includes detailed explanations of the THS interest groups,
membership eligibility, assignment of membership, and member
responsibilities. A summary of the current membership is
outlined in the Terms of Reference.
Expression of Interest in Becoming a Member
If you are interested in participating on the Committee, please
send your request to the THS Authority for the NCR by e-mail at
dgasat.acqbths@tpsgc-pwgsc.gc.ca with the subject heading "THSAC
Membership Request" on or before July 14, 2014, and include a
response (Yes or No) to each of the numbered questions below.
1)	Are you able to comply with the responsibilities of "All
Members" listed in the Terms of Reference for the THS Advisory
Committee?
2)	Are you able to commit to attending committee meetings on a
regular basis and to undertaking committee work that may arise? 
3)	Do you have knowledge and capacity to participate effectively
on behalf of your organization?
4)	Have you had experience with and do you have a comprehensive
knowledge of the NCR THS tool?
5)	Has your organization had experience working with government
and government clients?
The Committee Chairperson reviews membership requests and
assigns membership taking into consideration, as a minimum,
eligibility, committee size and the representation of necessary
interests.
For supplier interest members, a preference is given to granting
membership to an industry association over individual companies
when a large number of companies express an interest in
participating on the Committee, or when those companies are
members of the association. In addition, an effort is made to
ensure that the supplier members provide representation over a
cross-section of the five different THS requirement streams: (1)
Office Support; (2) Administrative Services; (3) Operational
Services; (4) Technical Services and (5) Professional Services.

Meeting Minutes
In accordance with paragraph 8.0 of the Terms of Reference, the
THS Advisory Committee meets at least once every quarter in the
NCR, unless otherwise agreed.
The minutes for past THS Advisory Committee meetings are
provided below for reference and discussion purposes only. Any
decisions affecting the THS Method of Supply will be
communicated accordingly to all industry and/or clients through
specific communications from the THS Standing Offer and/or
Supply Arrangement Authority.
