NOTICE OF PROPOSED PROCUREMENT

TASK BASED E60ZN-09002 PROFESSIONAL SERVICES  -  (TSPS)

This requirement is for Parliamentary Precinct Branch (PPB) of
Public Works and Government Services Canada (PWGSC).

This requirement is for Class 4 - Real Property Project
Management Services Class, for the services of:

ONE (1) FINANCIAL/COST SPECIALIST FOR REAL PROPERTY - LEVEL 1
ONE (1) FINANCIAL/COST SPECIALIST FOR REAL PROPERTY - LEVEL 2
ONE (1) FINANCIAL/COST SPECIALIST FOR REAL PROPERTY - LEVEL 3
ONE (1) PROJECT ADMINISTRATOR FOR REAL PROPERTY - LEVEL 1

One Contract to be awarded.

This requirement is open only to the following companies who
qualified under the stated consultant category, security level,
region and tier:

Request For Proposal (RFP) documents will be e-mailed directly
from the Contracting Authority to the Qualified Supply
Arrangement Holders who are invited to bid on this requirement.

DISTRIBUTION OF SOLICITATION DOCUMENTS.

Supplier Security Level: FSC - Secret
Document Safeguarding: Yes - Secret level

The Contractor must, at all times during the performance of the
Contract, hold a valid Facility Security Clearance at the level
of SECRET, with approved Document Safeguarding at the level of
SECRET, issued by the Canadian Industrial Security Directorate
(CISD), Public Works and Government Services Canada (PWGSC).

The Contractor's personnel requiring access to CLASSIFIED
information, assets or sensitive work site(s) must EACH hold a
valid personnel security screening at the level of SECRET,
granted or approved by CISD/PWGSC.

Processing of CLASSIFIED information electronically at the
Contractor's site is NOT permitted under this Contract. 

Subcontracts which contain security requirements are NOT to be
awarded without the prior written permission of CISD/PWGSC.

The Contractor must comply with the provisions of:

The Security Requirements Check List and security guide (if
applicable), attached at Annex "C"; 
The Industrial Security Manual (Latest Edition).

Using the Task and Solutions Professional Services (TSPS) Real
Property Project Management Services Class 4, PPB/PWGSC is
seeking to establish one (1) contract for an initial period from
contract award to 31 December 2014, with the irrevocable option
to extend the term of the Contract by five (5) additional one
(1) year periods, and/or one (1) transitional two (2) month
period, under the same conditions.

Specifically, PWGSC is looking to retain the services of one (1)
successful Bidder to provide cost planning, cost estimating,
cost monitoring, cost control, information analysis and
reporting services for the following Long Term Vision and Plan
for the Parliamentary Precinct (LTVP) Programs and Projects:

The West Block Rehabilitation Program;
The 144 Wellington Street (i.e.: the Sir John A. Macdonald
Building) Rehabilitation Program; and
Parliament Hill Security Projects.


Documents may be submitted in either official language of Canada.
