Request for Proposal (RFP) documents will be e-mailed directly, from the contracting officer, to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement and signed the confidentiality agreement.

Location of work to be performed:

The Contractor is expected to work on site at ESDC in the NCR.

There are no anticipated travel requirements.

Security Requirement:

SECURITY REQUIREMENT FOR CANADIAN SUPPLIER: PWGSC FILE # COMMON-PS-SRCL#22 
1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Facility Security Clearance at the level of SECRET, with approved Document safeguarding at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 
2. The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of RELIABILITY STATUS, CONFIDENTIAL or SECRET as required, granted or approved by the CISD, PWGSC. 
3. Processing of PROTECTED/CLASSIFIED information electronically at the Contractor/Offeror's site is NOT permitted under this Contract/Standing Offer/Supply Arrangement. 
4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. 
5. The Contractor/Offeror must comply with the provisions of the: 
a. Security Requirements Check List attached and security guide, attached at Annex C;
b. Industrial Security Manual (Latest Edition).

In order to continue to support a demanding and dynamic business environment and ever growing service delivery expectations, ESDC launched a Service Strategy, which is fully aligned with Government-wide direction on service, in order to provide overarching guidance to service transformation efforts. 

ESDC is seeking private sector expertise and capacity to provide solutions in the areas of service transformation planning, implementation, management and oversight across a spectrum of interlinked investments, projects, initiatives, and activities. The overarching requirement is to ensure seamless integration of all transformation work through the provision of various solutions to successfully achieve Service Strategy goals. The solutions being sought fall into the areas of Programme Management and Integration, Business Architecture, Planning and Reporting, Benefits Management and Outcomes Management, User-Experience and Design, and Change Management.

ESDC is seeking a Contractor with a proven record enabling successful service transformations that has demonstrated a proven and successful approach to change management with experience navigating government processes, building awareness and support for government initiatives.

Note that this is separate and distinct from the “BDM - Transformation Program Office (G9292-188396/B)” requisition, and the Benefits Delivery Modernization project work is excluded from the scope of this solicitation.
