    Request For Proposal (RFP) documents will be e-mailed directly,
    from the contracting officer, to the Qualified Supply
    Arrangement Holders who are being invited to bid on this
    requirement. BIDDERS ARE ADVISED THAT MERX IS NOT RESPONSIBLE
    FOR THE DISTRIBUTION OF SOLICITATION DOCUMENTS. 
    
    Location of work to be performed:
    
    National Capital Region
    
    Resources may be required to travel to government offices in
    other cities within Canada for periods of up to five (5) days at
    a time. The average number of trips is estimated as eight (8)
    trips per fiscal year.
    
    Security Requirement:
    SRCLs: SAA-C1 (Tasks)
    Security Requirement for Canadian supplier:
    1.	The Contractor/Offeror must, at all times during the
    performance of the Contract/Standing 		Offer, hold a valid
    Designated Organization Screening (DOS) with approved Document
    			Safeguarding at the level of PROTECTED B, issued by the
    Canadian Industrial Security 			Directorate, Public Works and
    Government Services Canada.
    2.	The Contractor/Offeror personnel requiring access to
    PROTECTED information, assets or 		work site(s) must EACH hold a
    valid RELIABILITY STATUS, granted or approved by the 		Canadian
    Industrial Security Directorate (CISD), Public Works and
    Government Services 		Canada (PWGSC).
    3.	The Contractor/Offeror MUST NOT utilize its Information
    Technology systems to 			electronically process, produce or
    store PROTECTED information until the CISD/PWGSC has 		issued
    written approval. After approval has been granted or approved,
    these tasks may be 			performed at the level of PROTECTED B
    4.	Subcontracts which contain security requirements are NOT to
    be awarded without the prior 		written permission of CISD/PWGSC.
    5.	The Contractor/Offeror must comply with the provisions of
    the: 
    1.	Security Requirements Check List and security guide (if
    applicable);
    2.	Industrial Security Manual (Latest Edition).

    The Treasury Board Secretariat is seeking professional services
    in the following categories to provide support to the Common
    Human Resources Business (CHRBP) Process Centre of Expertise in
    the implementation of the CHRBP across the federal government. 
    
    The Centre of Expertise (CoE) is responsible for enabling
    government departments and agencies to transform their HR
    business processes to align with the CHBRP. 
    CHRBP is seeking to establish one (1) contract to provide the
    services on an as-and-when-requested basis. The Contractor must
    support the Centre of Expertise in its role by supplementing the
    CoE's existing resources and filling any gaps to maintain the
    momentum of implementation during the contract period.  
    
    These services will be required from date of contract award to
    March 31, 2013 with two (2) option periods of twelve (12) months
    and one (1) optional transition of one (1) month for the
    Treasury Board Secretariat.

    NOTE: Task-Based Professional Services (TSPS) Method of Supply
