BACKGROUND
TSPS is a mandatory method of supply offering supply arrangements for professional services (Non-IT) valued over the Canada-Korea Free Trade Agreement (CKFTA) threshold.

Solutions based professional services are services that are not related to a particular activity or initiative; they are requirements where Identified Users require options on how to resolve a business problem.

REQUIREMENT
This bid solicitation covers the established quarterly refreshes (also known as periods) detailed under Part 2 of the solicitation document. You will find the solicitation document and the modifications by scrolling down this page to section ‘Solicitation Documents’ under the heading ‘File’. The documents contains all the information associated with this solicitation. 

It allows new suppliers to become TSPS Solutions-based SA Suppliers and allows existing TSPS Solutions-based SA Suppliers to qualify for additional Streams, Tier, Regions and/or Metropolitan Areas.

Existing TSPS suppliers who currently hold a Solutions-based supply arrangement under the E60ZT-16TSSB series do not need to submit a bid in response to this bid solicitation unless they want to add additional information to their existing supply arrangement.  

The resulting Supply Arrangements will remain valid until such time as Canada no longer considers them to be advantageous to use.  PWGSC reserves the right to choose to proceed with a different procurement vehicle for the requirement if it considers such action appropriate.

SET-ASIDE PROGRAM FOR ABORIGINAL BUSINESS:
Part of this procurement may be designated by one or more Government departments as set-aside under the federal government's Procurement Strategy for Aboriginal Business (PSAB).
 
COMPREHENSIVE LAND CLAIMS AGREEMENTS (CLCA):
This solicitation, as well as the resulting supply arrangements, is to satisfy the Government of Canada’s requirement for the provision of non-IT-related solutions-based professional services to locations throughout Canada, excluding locations in areas subject to any of the Comprehensive Land Claims Agreements.

OFFICIAL LANGUAGES:
The services to be provided under the resulting supply arrangements will be delivered in one or both of the two official languages of Canada according to the requirements of the Government client department.
