AVIS PUBLIC 2e APPEL D’OFFRES POUR L’OCTROI DE CONTRAT DE DÉNEIGEMENT, DÉGLAÇAGE ET ENTRETIEN HIVERNAL DU RÉSEAU ROUTIER MUNICIPAL POUR UNE DURÉE DE 5 ANS La Municipalité de Sainte-Hélène-de-Chester (ci-après « la Municipalité ») procède à un 2e appel d’offres pour le Déneigement, le Déglaçage et l’Entretien hivernal de son réseau routier municipal pour les saisons hivernales 2024-2025, 2025-2026,2026-2027, 2027-2028 et 2028-2029. Tous les soumissionnaires intéressés doivent se procurer l’ensemble des Documents d’appel d’offres de même que tous les documents auxquels renvoie l’appel d’offres par le biais du Système électronique d’appel d’offres du Gouvernement du Québec (ci-après « SEAO ») et acquitter les frais selon la tarification établie par le SEAO. Pour être considérées, les soumissions doivent être transmises dans des enveloppes scellées, portant la mention « Soumission 2024-01, Contrat pour le Déneigement, le Déglaçage et l’Entretien hivernal du réseau routier municipal pour une durée de 5 ans » et devront parvenir au bureau municipal situé au 440, rue de l’Église à Sainte-Hélène-de-Chester, Québec, G0P 1H0, le ou avant le 12 février 2024 à 11 h. Les soumissions seront ouvertes publiquement à 11 h 05 le même jour. L’Accord de libre-échange canadien (ALEC), l’Accord de commerce et de coopération entre le Québec et l’Ontario (ACCQO), l’Accord de libéralisation des marchés publics du Québec et du Nouveau-Brunswick (AQNB) et à l’Accord économique et commercial global entre le Canada et l’Union européenne (AECG) s’appliquent au présent appel d’offres. La Municipalité se réserve le droit de n’accepter ni la plus basse, ni aucune des soumissions et à n’encourir aucuns frais ou obligation d’aucune sorte envers le ou les soumissionnaires et se réserve le droit de passer outre une irrégularité mineure dans le cas du plus bas soumissionnaire.
