This Request for Bid (RFB) is an invitation by the Government of Saskatchewan (GOS), Saskatchewan Public Safety Agency (SPSA), “the Agency”, to prospective Proponents to provide Submissions for the provision of four (4) Detection Aircraft and aircrew services for wildfire management.
The SPSA requires detection aviation services, four (4) aircraft and aircrew, at various locations, including remote locations with or adjacent to the provincial forest, to commence with the 2023 fire season.
The Agency requires the use and service of the aircraft, complete with qualified operators and ground support and maintenance, to assist in firefighting services in the Province of Saskatchewan. From time to time, the Agency may require the aircraft to work from locations other than the primary base.
The following aircraft are required to conduct these services as follows:
Four (4) detection aircraft each for a three (3) year term;
o an annual minimum 100-day contract for three (3) of the detection aircraft, with 250 hours guaranteed, two (2) aircraft primarily based in La Ronge and one (1) in Buffalo Narrows.
o an annual minimum 75-day contract for one (1) detection aircraft, with 187.5 hours guaranteed, primarily based in Stony Rapids.
Please note: The guaranteed hours are averaged over the full length of the Contract.
Additional Information
The intent of this RFB is to enter into four (4) separate Contracts with up to four (4) proponent(s).
If proponents’ aircraft and aircrew are different per location, please submit separate submissions indicating what location each submission is for.
