City of Estevan Downtown Revitalization - Phase 1: 4th Street from 11th Avenue to 13th Avenue

The City of Estevan invites proponents to submit proposals through the Bids and Tenders website (https://ae-sk.bidsandtenders.ca) for the provision of the City of Estevan Downtown Revitalization Phase 1: 4th Avenue from 11th Street to 13th Street (the “Project”). 

The project will generally consist of:

- Collaboration and provide suggestions during the finalization of the detailed design with Associated Engineering and the City of Estevan.
- Revitalization of two (2) blocks of downtown including:

Removal of existing infrastructure
Approx. 372 meters of water main replacement
Approx. 453 meters of sanitary sewer main replacement
Approx. 364 meters of storm sewer main installation
Approx. 7630 square meters of asphalt cement roadway
Approx. 972 lineal meters of concrete curb and gutter
Approx. 5142 square meters of paver stone sidewalk
Approx.  560 Linear meters of tree box installation and 63 new trees
Traffic signs/signals
Landscaping features and furnishings
Electric Vehicle Charge Stations
Excavation, haul and disposal of contaminated soil, haul and placement of clean backfill

Tie into existing infrastructure at project extents.

Additional Information

Design package and specifications are still being developed, and a 60% package has been used for this process due to schedule restrictions dictated by the grant funding. Designs will be developed throughout the period, and will be adjusted with contractor feedback if needed. Quantities will be adjusted as needed, and negotiations for pricing will be conducted with the successful proponent if quantities for each item change more than 10%,

Submissions marked "The City of Estevan Downtown Revitalization: Phase 1" will be received through the Bids and Tenders website (https://ae-sk.bidsandtenders.ca) up to 2:00 pm local time on March 19, 2024. Submissions after the Online Bidding System closing time will not be accepted by the Online Bidding System. The time as indicated by the declining time clock on the Online Bidding System shall be the official time for closing. Responses submitted through other means will not be accepted.

Onus and responsibility rests solely with the Proponent to deliver its submission on or before the Submission Deadline. Proponents are advised to make submissions well before the deadline.  Proponents making submissions near the deadline do so at their own risk.
