This Request for Proposal (RFP) is an invitation by the Government of Saskatchewan (GOS) to prospective Proponents to submit proposals for the provision of an Enterprise Asset Management Reporting Tool (EAMRT) as further described in the RFP Particulars (Appendix A).
The Asset Management branch within the Ministry of SaskBuilds and Procurement (SBP) conducts Facility Condition Assessments (FCAs) for SBP government-owned facilities, K-12 school division facilities, and the Saskatchewan Health Authority (SHA) facilities. The current reporting tool for SBP and SHA is an aging legacy system that is no longer supported, while the contract for the school divisions’ FCA reporting tool is expiring by the end of 2023. Additionally, the legacy system lacks robust data reviewing, editing, and viewing features, resulting in data omissions, errors, and inaccuracies. The system is unable to collect data during a site visit, resulting in the duplication of effort.
SBP is seeking an upgraded software solution that would be supportable, secure, and modern and allow for more efficient FCA data collection and review that continues to align with the SBP Asset Management Framework. Facility portfolios to be included in the reporting tool include all existing clients (SBP, SHA, ED) and any possible future clients within Government. GOS envisions onboarding additional portfolios in the future and is looking for a scalable solution.
