3sHealth requires an agreement to provide a fully integrated, insurance-specific, digital medical request automation platform that meets the operational, privacy, and interoperability requirements of the department.  The purpose of this Advance Contract Award Notice (ACAN) is to signal 3sHealth’s intent to award a contract for these services Opifiny Corp. 91 Tycos Drive #204, North York, M6B 1W3.

It is 3sHealth’s intention to award to Opifiny Corporation on the basis of an absence of competition for technical reasons, in accordance with the limited tendering provisions of the applicable trade agreements. Extensive market analysis conducted by 3sHealth has confirmed that no alternative supplier can meet the mandatory technical, operational, privacy, interoperability, or insurer-specific workflow requirements identified for this initiative.

Opifiny is the only known platform purpose-built exclusively for insurance medical request automation, supporting underwriting, disability, and policy claims workflows. Competing vendors operate generic medical record retrieval systems or payment networks and do not offer insurer-specific functionality, dynamic question-driven workflows, or integrated physician-payment automation.
