Description of Requirement:
Shared Services Canada (SSC) requires a supply of replacement batteries for UPSs meeting one or more of the following characteristics:
• rack mounted single phase, 5kVA capacity or greater
• rack mounted three phase 5kVA capacity or greater
• stand alone single phase 5kVA capacity or greater
• stand alone three phase 5kVA capacity or greater
(all together referred to henceforth as “UPS Replacement Batteries” and “UPS-RB”) for federal government sites across Canada on an as-and-when requested basis for SSC itself, its exclusive Partner Organizations, Mandatory Clients, and any other Government Organization that chooses to use SSC for the procurement of its UPS-RB.
Together with the delivery of UPS Replacement Batteries, suppliers may be required to provide the installation and recycling of used UPS batteries.
This Request for Supply Arrangement (RFSA) is to invite original equipment manufactures (OEMs) of UPS batteries and OEMs’ approved resellers (all together “Providers”) to prequalify their business through this solicitation. All Providers that meet the mandatory requirements will be qualified as part of the resulting Supply Arrangements (SAs) for opportunities to supply Canada with UPS-RBs.
The procurement process is intended to be inclusive and provide the federal government with access to a broad range of suppliers, both indigenous and non-indigenous, across Canada. The procurement is divided into two streams:
- RFSA, with a partial indigenous set aside, for the provision of UPS-RB in the Canadian provinces (BPM020539-A); and
- a set-aside for indigenous business RFSA for the provision of UPS-RB in the Canadian territories (BPM020539-B).
- Establish a list of qualified suppliers for future exclusive competition of UPS-RB requirements;
- Standardize resulting contracts for a more efficient and timely contract award process; and
- Streamline future solicitations, their responses, inquiries, and invoicing, to improve organizational processes while reducing manual clerical deficiencies.
This RFSA is not a solicitation of bids or tenders and is intended to pre-qualify suppliers that possess the criteria required by SSC to be issued a Supply Arrangement. Although SSC intends to award as many SAs as possible resulting from this RFSA, there is no obligation to award a contract as a result of being issued an SA from this RFSA process.
