Description
City of Prince George (City), located in Northern British Columbia, operates a Wastewater Treatment Plant located on the banks of the Fraser River. Originally built in c. 1967, the plant treats raw sewage generated from the residential, industrial, institutional, and commercial developments within the City, with an estimated serviced population of 86,000 residents (maximum discharge of 45,000m3/day). The plant is situated in close proximity to a residential area and commercial and retail establishments.
The biosolids are secondary anaerobically digested and have been mechanically dewatered using centrifuge(s). These biosolids have physical properties similar to manure or a moist soil with a high silt or clay content. The average total solids content is 25% and the bulk density is approximately 1,000 kilograms per cubic metre (kg/m3). The plant produces approximately 3,000 tonnes of dewatered biosolids per annum and has the capacity to store approximately 6,000 tonnes onsite at an outdoor asphalt staging area.
The biosolids may have a noticeable odour, particularly in the interior of a stockpile. Biosolids contain organic humus, nitrogen, trace minerals and other nutrients. Proponents shall satisfy themselves of both the nature and characteristics of the biosolids and the appropriate equipment suited to the material, facilities and conditions before submitting a proposal.
The purpose of this Request for Proposal (RFP) is to select a qualified Proponent to assist the City in the beneficial use of its Class B biosolids (approx. 3000 tonnes per annum) produced at its Lansdowne Wastewater Treatment Centre (WWTC). This shall include but is not limited to the administration, securing of lands, application sites, transportation/hauling, ensuring regulatory compliance, application, incorporation, and disposal management of biosolids as per legislation.
In general terms and without limiting the requirements, the work required is defined as follows:

In general terms and without limiting the requirements, the work required is defined as follows:
- Secure suitable and sufficient lands within the Regional District of Fraser Fort George (RDFFG) and/or outside of the RDFFG for biosolids application. The lands must meet the requirements of the BC Organic Matter Recycling Regulation (OMRR) . The Supplier will have to conduct soil analysis of the fields as per the pertinent regulations.
- Transportation, application, and incorporation of biosolids from the Lansdowne Wastewater Treatment Plant upon approved lands. The Supplier shall supply all signed land contracts over the duration of a five (5) year contract, permits and approvals, equipment, vehicles, labour and materials necessary for the proper completion of the Work.
- Before submitting a proposal, Proponents must inspect the Lansdowne WWTC and loading facilities. No additional payment will be made to the Supplier for alterations to equipment to facilitate loading at the Lansdowne WWTC and unloading operations at the selected storage/staging site; and,
- All reporting and administration of the contract, permits and approvals.
