Purpose of Advance Procurement Notice:
This is not a bid solicitation. Description of the Project:
When a general election is called, Elections Canada rapidly establishes over 600 field offices of varying types and sizes across Canada for the duration of the election period. The logistics and support involved in commissioning, operating, and decommissioning the field offices is significant and is mission-critical since a general election is a no-fail national event. Once established, election administrators responsible for these offices must plan and coordinate the opening of approximately 15,000 polling sites.
The scope of services Elections Canada is seeking may include:
• Guidance and support in the identification and adoption of service supply solutions that can benefit Elections Canada;
• Supply of user-centric packaging and related services, for both field offices and at the polling locations;
• Supply of equipment for Elections Canada headquarters resources;
• Supply, warehousing, distribution, recovery, tracking and reporting of equipment and peripherals. This includes accessories and consumable goods;
• Option for installation and configuration of equipment, including options for installation to be completed by local field office staff;
• Equipment lifecycle management, potentially including government furnished equipment;
• Technical support services;
• Project management services;
• Continuous improvement and evolution of these and related services throughout the duration of the resulting Contract;
• Building the solution such as continuous improvement throughout the life of the contract(s) as well as the architecting and proposing user-centric services for the different locations;
• A transition phase that would include a transfer of knowledge, including transfer of playbooks and relevant operational documentation.
Next Steps
Following the RFI as identified above, Elections Canada is intending to issue an Invitation to Qualify (ITQ) to develop a qualified list of Respondents capable of delivering the eventual solution. The qualified Respondents will then participate with Elections Canada in an “Engage, Review, and Refine Requirement” (ERRR) process wherein the qualified Respondents will engage as a group and on a one-on-one basis to work with Elections Canada to develop the requirement for final Request for Proposal (RFP) with insight from marketplace experts.
