    INVITATION TO SUBMIT A RESPONSE FOR A REQUEST FOR QUALIFICATIONS (RFQ)
    IN THE CITY OF MONTREAL, QUÉBEC

    Public Works and Government Services Canada (PWGSC) is asking interested parties to submit a response for a potential lease of office space that meets the following criteria:
    
    Section A: Lease Components
    
        a lease term of ten (10) years, commencing on or about July 1, 2014; 
    
        approximately 474 usable square metres (um2) of contiguous office space;
    
        the proposed space must satisfy or be capable of satisfying the following mandatory criteria:
    
    1.    an availability of twenty-five (25) parking spaces for the use of the occupant and its clients (private parking on the land or on surrounding lands, or public parking on the street or on public land, that are no farther than 100 metres from the building);
    2.    proposed buildings must be located no more than 500 metres of walking distance from a public transit stop;
    3.    the leased premises shall be located in a block of space, without impediment, on one (1) floor;
    4.    the proposed space must be delivered according to a “Turn Key” concept, base building and leasehold improvements completed;
    5.    proposed buildings and leased premises must have good visibility;
    6.    proposed buildings must have a window arrangement and a configuration of the premises acceptable to the lessee;
    7.    the proposed space must be within an office or commercial building; industrial type buildings or those including residential space will not be considered;
    8.    buildings located in agricultural, residential, industrial or flood zones will not be considered.
    
        the proposed space must be located in the city of Montreal and within the following boundaries (the geographical boundaries include sites on either side of the roads):
    
    North:     Jean-Talon Street West between Décarie Boulevard and Dieppe Avenue
    South: Queen-Mary Road between Décarie Boulevard and Decelles Avenue
    East: Côte-des-Neiges Road between Queen-Mary Road and Jean-Talon Street West
    West: Décarie Boulevard between Queen-Mary Road and De la Savane/Royalmount Street, and the loop formed by Des Jockeys Street and Clanranald Avenue.
        
        the proposed space must, on or before the lease commencement date, comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;
    
    
        PWGSC may wish to visit or inspect the proposed space upon reasonable notice;
        a threat and risk assessment may be required in order to assess potential threats to the security of the proposed space and to the public. 
    
    
    Section B: Responses

    Section C: Responses Required by
    
    Responses are required by June 5, 2013, before 2:00 p.m. Any responses received after this time and date will not be considered.
    
    
    Section D: Information Provided by an Interested Party or an Interested Party’s Mandatary 
    
    Information provided by an interested party or by said party’s mandatary shall include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing all of the criteria listed above in Section A. Mandataries submitting a response to this Request for Qualifications shall provide PWGSC with a letter authorizing them to do so. 
    
    
    Section E: Security Requirement
    
    The building owner of the proposed space must hold a valid security clearance at the RELIABILITY status level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC. All parties interested in this potential lease project are advised to obtain this mandatory security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at 
    http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section F to initiate the security clearance process.

    This RFQ is issued in order to invite interested parties to demonstrate their capacity to comply with the requirements described herein. Please note that PWGSC reserves its right to cancel this RFQ at any time. 
    
    Following a visit of the proposed premises, PWGSC reserves the right to proceed with an invitation to submit Offers to Lease by inviting only those interested parties deemed to most effectively meet specific operational, security and public safety requirements. If invited, an interested party must submit an Offer to Lease using the PWGSC’s Lease Documentation Package that shall explain in greater detail the complete requirements of this proposed lease project. 
    
    Interested parties not invited to submit an Offer to Lease shall be notified and informed of the reason for such decision.
