Requirement The Department of Foreign Affairs, Trade and Development (DFATD) is seeking to establish a contract for the provision of emergency medical evacuation services on a worldwide, twenty-four hours a day, seven days a week (i.e. 24/7) basis for Canadian government employees and their dependents assigned to Canada’s network of missions abroad. The Department’s Foreign Service Directive (FSD) Service and Policy Bureau is mandated to provide client oriented advice and administration of the Foreign Service Directives to all Canadian government employees and dependents who are assigned to Canada's missions abroad and who are admissible to the provisions of the Foreign Service Directives. Employees serving outside Canada are required to have comprehensive coverage under the Public Service Health Care Plan (PSHCP) for themselves and their dependents to ensure that they have sufficient health care coverage. As a result, standard health care coverage for employees and their dependents does not form part of this requirement. However, the PSHCP does not provide coverage for medical emergency evacuations and medical case management services. Therefore, the Department will require access to these services. The Contractor will provide a range of medical emergency evacuation and case management services on a worldwide, 24/7 basis including emergency medical evacuation, medical call center services, medical case consultations and management, referrals, and health care travel consultations to employees and their dependants at all Canadian diplomatic missions and posts outside of Canada. The Contractor’s services must be available in both Official Languages of Canada. Period of Contract The period of the Contract will be for a three (3) year period with the award date tentatively set for February 1, 2014. The Contract includes two (2) irrevocable option periods of one (1) year each. Security Requirements The solicitation contains a security requirement detailed within Part 4, Section 3 of the RFP. The successful bidder, its proposed resources and/or subcontractors who require security clearance will be sponsored to obtain the required clearance before award of contract. Basis of Selection – Mandatory Technical Criteria A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
