    Description
    REQUIREMENT
    	
    Statistics Canada has a need to transport and place two sets of mobile clinics between different cities across Canada over a 2-year period. Over this 2 year period between January 2014 and December 2015, there will be at least 17 hauls originating from and destined for various cities in the provinces of British Columbia, Alberta, Saskatchewan, Ontario, Quebec, Nova Scotia, and New-Brunswick. Statistics Canada seeks a company to provide tractors, drivers and logistical support including scheduling of each haul, training, selection of best and least costly route, annual inspections and repairs arranging, secure storage between collection sites, diesel fuel supply for the holding tanks to power the diesel generators and heating systems, and a national network of transportation specialists to accomplish the objective. 
    
    TRADE AGREEMENTS
    
    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).

    CONDITIONS OF THE REQUEST FOR PROPOSALS (RFP)
    				
    There shall be no direct payment by StatCan for costs incurred for the presentation and submission of proposals in response to this RFP. 
    
    ESTIMATED CONTRACT PERIOD
    
    The estimated contract period is from Contract Award to December 31, 2015 with one (1) two (2) year option period.
    
    Option to Extend Contract 
    The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to one (1) additional two (2) year period under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment.
    Canada may exercise this option at any time by sending a written notice to the Contractor at least thirty (30) calendar days before the expiry date of the Contract. The option may only be exercised by the Contracting Authority, and will be evidenced for administrative purposes only, through a contract amendment.

    The deadline for submissions of bids in response to this RFP is December 23, 2013 @ 2:00pm EDT.  Any and all bids received after this date and time will be returned unopened to the Bidder. As per Treasury Board Contracting Policy the onus is on the Bidder to ensure that all solicitation documents reach the stipulated destination before the closing date and time of the RFP.

    StatCan will not assume responsibility for proposals directed to any other location.   Proposals not received in the Bid Receiving Unit by the closing time, will be return to the Bidder unopened.	
    	
    ENQUIRIES
    
    All enquiries concerning this RFP must be submitted in writing to the Contracting Authority as early as possible within the bidding period.  Enquiries must be received no less than five (5) calendar days prior to the bid closing date to allow sufficient time to provide a response.  Enquiries received after that time may not be able to be answered prior to the bid closing date.

    	The bidder must provide the names of two (2) individuals (one who will be the Account Manager and the second name as the backup) who will be the single point of contact to work with the CHMS advance arrangements team. 
    
    The name appearing first will be considered the Account Manager if not otherwise specified by the bidder). 
    
    At a minimum the bidder must provide the following information for each person; 
    1.	Name; 
    2.	Title; 
    3.	Telephone number; and 
    4.	Email address. 	
    MC2	The bidder must demonstrate that the company has cargo insurance in an amount of NOT LESS THAN $1,000,000.00.  At a minimum the bidder must provide a letter from the firm’s insurance agency confirming the amount of insurance coverage. 	
    SECURITY REQUIREMENTS	
    		
    There is no security requirement applicable to this Contract.
    
    DEBRIEFINGS
    
    Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
