    Notice of Proposed Procurement (NPP)
    
    Summary:
    
    The purpose of this project is to complete design for the renovation and fit-up of the former Forensic Laboratory, located adjacent to “F” Division Headquarters and the RCMP Academy in Regina, SK for alternate use and occupancy.  The Regina Forensic Laboratory was constructed in 1995 and is comprised of approximately 5000 M2 of gross interior space.
    
    It is anticipated that the total area required to be fit-up in the Forensic Laboratory to accommodate the new and existing occupancies will be approximately 2600 M2 which is outlined in greater detail in the Statement of Work.
    
    In addition to the work in the Regina Forensic Laboratory, there is also a requirement to provide fall arrest protection around stairwells on the main floor of the “F” Division HQ building and to provide mechanical cooling to the subterranean post garage.
    
    Renovations and fit-up of the first implementation priority must be complete for operations by March of 2015. Renovations and fit-up of the second priority construction work must be complete by September 30, 2015.
    
    This procurement is subject to the provisions of the North American Free Trade Agreement (NAFTA) and the World Trade Organization - Agreement on Government Procurement (WTO-AGP).
    
    Bidders will be evaluated through mandatory and rated requirements.  The Bidder with the Highest Combined Rating of Technical Merit and Price will be recommended for Award of a Contract. (85% Technical & 15% Price)
    
    Security Requirements:
    
    Bidders are hereby informed that any resulting Contract will require that the consultants and their personnel providing the services must hold a valid personnel security status at the RELIABILITY level issued by the RCMP.
    
    Inspection of the Consultant’s and sub-Consultants’ offices may be required for physical and Information Technology security. The Consultant and Sub-Consultants will follow the security guidance provided by the RCMP after the inspection.
    
    The successful Bidder will responsible to:
    
    a)	Provide personal data including the full name, date of birth, present address and other data as requested by the RCMP representative, for each person working on this project if requested. This information will be used for security clearance purposes. Fingerprinting may be required. This information is required to be provided within 3 days of request.
    
    b)	Ensure that all persons performing the services must hold a valid RELIABILITY status issued by RCMP Departmental Security.
