    Background:
    The National Energy Board (NEB or the Board) is an independent federal regulatory tribunal established by an Act of Parliament in 1959. It reports to Parliament through the Minister of Natural Resources Canada. The Board has all the powers vested in a superior court of record with regard to attendance at hearings, the swearing in and examination of witnesses, the production and inspection of documents and the enforcement of its orders. The Board’s decisions and recommendations to the Cabinet are issued as public documents.
    
    Description:
    The NEB requires the provision of English to French Translation Services on an as-and-when-requested basis. The work is to be performed at the contractor’s site and the contractor will be provided SDL Trados Studio translation memory and Termbase files, updated on a monthly basis. The weighted number of words of each translation request will always be calculated using the latest translation memory.
    
    Period of the Contract:
    The term of the contract will be from the effective date of the contract to March 31, 2016. In addition, the bidder will grant to the National Energy Board an irrevocable option to extend the original term of the contract for two (2) additional one (1) year period under the same terms and conditions and at the rates specified in the contract.
    
    Evaluation Methodology:
    Bids will be evaluated in progressive stages:
    - Phase 1: Mandatory Technical Requirements;
    - Phase 2: Rated Technical Requirements;
    - Phase 3: Financial Evaluation; and
    - Phase 4: Determination of the Highest Ranked Bidders
    Proposals which fail to achieve the requirements specified in the RFP for Phases 1, 2, 3 or 4 will be deemed non-responsive and given no further consideration. The contractor having the most points after all phases will be awarded a contract.

    Bids received after the stipulated closing date and time will not be accepted and will be returned unopened to the bidder. If a late bid must be opened to determine the name and/or address of the bidder or the nature of the enclosure, a covering letter will be sent to explain the necessity of opening the bid.
    
    Faxed or bids sent via electronic mail will not be accepted.
    
    All enquiries and other communication with the National Energy Board officials are to be directed ONLY to the Contracting Authority. The Contracting Authority will be the bidder’s primary contact. All requests for information must be directed to this contact. Bidders who contact anyone other than the Contracting Authority may be disqualified. All enquiries must be submitted in writing to papathierno.ndiaye@neb-one.gc.ca no later than ten (10) calendar days before the RFP closing date. Enquiries received after that time may not be answered.

    The National Energy Board retains the right to negotiate with suppliers on any procurement.
