    This bid solicitation cancels and supersedes previous bid solicitation number M5000-14-5887/A dated May 16th, 2014 with a closing of Monday June 2nd, 2014 at 2:00 PM MDT. A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation.
    
    For the supply and delivery of three (3) New 2014 (or most current model) Standard Snowmobiles (Extreme Cold Climate) for the Royal Canadian Mounted Police (RCMP), for delivery to the Port of Valleyfield NEAS Sealift in Salaberry-de-Valleyfield, Québec.

    NATURE OF REQUIREMENT:
    
    For the supply and delivery of three (3) New 2014 (or most current model) Standard Snowmobiles (Extreme Cold Climate). Delivery Incoterms 2000 "DDP Delivered Duty Paid" Salaberry-de-Valleyfield, Québec to the Nunavut Eastern Arctic Shipping Inc. (NEAS) Sealift. Supplier is required to arrange for off-loading at delivery location at no extra cost. Crating included and supplied as per shipping company Sealift specifications and requirements. The final destination shipping from the NEAS Sealift to Grise Fiord, Igloolik, and Coral Harbor Nunavut will be arranged by; and at the expense of, the RCMP.
    
    RCMP is looking to establish one contract for Standard Snowmobiles, as defined in Annex A, Requirement.
    
    Requirements are in accordance with the Requirement - Minimum Performance Specifications at Annex A, the Minimum Performance Specifications and Technical Evaluation at Annex C, and the Inuit Opportunities Consideration in Annex D which are detailed in the Request For Proposal documents.
    
    SECURITY:  There is a no security requirement associated with the requirement.
    
    EVALUATION PROCEDURES:
    Bids will be assessed in accordance with the entire requirement of the bid solicitation.  An evaluation team composed of representatives of Canada will evaluate the bids.
    
    BASIS OF SELECTION:
    A bid must comply with all requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
    
    DEBRIEFINGS
    After contract award, bidders may request a debriefing on the results of the bid solicitation process.  Bidders should make the request to the Contracting Authority within 15 days of receipt of the results of the bid solicitation process.  The debriefing may be in writing, by telephone or in person.
    
    THIS PROCUREMENT IS SUBJECT TO THE NUNAVUT LAND CLAIM AGREEMENT
    
    DELIVERY:
    
    Option 1
    
    While The RCMP prefers the delivery of all three Snowmobiles to the NEAS Port by July 24, 2014, the RCMP will be seeking a best delivery date; prior to July 24, 2014.
    
    Option 2
    
    The RCMP would also accept a best delivery date; prior to July 24, 2014, for two snowmobiles to be to NEAS Port by July 24, 2014 (for furtherance to Grise Fiord and Igloolik, Nunavut) and a best delivery date; prior to September 5, 2014, for one snowmobile to be to NEAS Port by September 5, 2014 (for furtherance to Coral Harbor, Nunavut).
    
    Option 3
    
    In the event that the Contractor cannot meet the delivery of any snowmobiles to NEAS Port by July 24, 2014, the RCMP would accept a best delivery date; prior to September 5, 2014, of one snowmobile to NEAS Port by September 5, 2014 (for furtherance to Coral Harbor, Nunavut).
