Advanced Procurement Notice - Construction Services, Connaught Short Range Upgrade, Ottawa, Ontario DEFENCE CONSTRUCTION CANADA (DCC) ADVANCE PROCUREMENT NOTICE CONSTRUCTION SERVICES, CONNAUGHT SHORT RANGE UPGRADE OTTAWA, ON (WITH SECURITY REQUIREMENTS) Purpose of this Advance Procurement Notice This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed. Description of the Project This project is for construction of upgrades at the existing short range. The proposed upgrades will divide the existing range into two separate ranges capable of operating simultaneously. Description of the Services Various construction services will be required as part of this upgrade project, such as a new divider berm, drainage improvements as well as new underground electrical and compressed air distributions systems. The construction cost is anticipated to be approximately $600,000. It is anticipated that this procurement will be initiated in February 2015. This is conditional on the project receiving approval to proceed by the DND. Security Requirements For this contract, the Contractor will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY STATUS, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). Sub-Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY STATUS issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). The Contractor's personnel must, at all times during the performance of the Contract, EACH hold a valid personnel security screening at the level of RELIABILITY STATUS granted or approved by CISD/PWGSC. Process Contractors that do not meet the stipulated security requirements and that are interested in submitting Bids for this Procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to October 20, 2014 quoting the following information: - Contract number DHTC1400 WSB0020002.04.02; and - Level of clearance requested to be sponsored for.
