Video Transcription Services

The Canada School of Public Service (The School) requires the services of a contractor to provide with intelligent verbatim transcripts of client-supplied audio/video into text on an as and when requested basis. 

The School plays an integral role in the delivery of the Government of Canada’s Policy on Learning, Training and Development by serving common learning and development needs of public service employees across Canada. Armchair discussions and other speaking events are conducted at the School and these oral presentations will often require transcription into text in order to create closed captions.  The School needs the expertise of an external resource to provide intelligent verbatim transcripts of audio/video.  

The contractor will provide the Project Authority with intelligent verbatim audio or video transcripts on an “as and when requested” basis in the language of the audio or video (English and/or French) into Word format. The intended use of these files is to create closed captioning to meet WCAG 2.0 AA compliance standards for audio and video. It is estimated that there will be up to 30 one-hour events to transcribe and describe as well as more than 15 3-10 minute video pieces or more.

The Contractor must have the ability to transcribe from a variety of audio and video formats including CD/DVD, MP3 and other digital audio formats.

The Contractor must be equipped to receive audio/video files via courier, email, and/ or via the Internet (ftp, web cast).

The authorized user for this requirement is the Canada School of Public Service.

The period of the contract is from the contract date to March 31, 2018, inclusively.

Bidders must provide a list of names, or other related information as needed, pursuant to section 01 of Standard Instructions 2003.

Bidders in receipt of a pension or a lump sum payment must provide the required information as detailed in article 3 of Part 2 of the bid solicitation.

The requirement is subject to the provisions of the Agreement on Internal Trade (AIT).
