    Description
    REQUIREMENT:
    The Pacific Agri-Food Research Centre (PARC) in Summerland, BC requires an Agriculture and Agri-Food Canada (AAFC) Security Improvement Project to upgrade the current security systems and hardware to standards, as reported in the 2010 Threat and Risk Assessment report.   These improvements are required to meet minimum security requirements of the Treasury Board and RCMP guidelines for protection, detection, response and recovery at Government Department Facilities and Locations. 
    
    Troy Life & Fire Safety Ltd. is the supplier of the hardware and software that is compatible with the current security system. As a result, a sole source contract with Troy Life & Fire Safety Ltd. is required to maintain compatibility with the existing system, and to bring this site up to federal standards as identified in the 2010 Threat and Risk Assessment report. 
    
    SCOPE OF WORK:
    The work will include all parts and labour to upgrade the system as follows:
     
    - Re-work and/or upgrade current Card Access System, adding additional doors and buildings to the 
      system, so that all buildings are controlled by an integrated system;
    - Supply and install 20 electronic card reading devices, computer monitor, hub cabinets, all cabling 
      and conduit work required to connect to the system and 13 HD cameras (supply only); 
    - Installation, programming, testing and commissioning of the system; 
    - Training to PARC Facilities and IT staff on system function, programming and operation 
       and;
    -  One year software upgrade and support plan for portal systems.
    
    CONTRACT PERIOD:
    From Date of Award and shall be completed prior to March 31, 2015.
    
    CONTRACT VALUE:
    Estimated Value:  $50,606.85 (including GST).

    SOLE SOURCE JUSTIFICATION:
    This system must be compatible with the current security system as we are adding card swipes and electrical security access panels throughout the building. We must ensure that all products installed meet and maintain the certification requirements for service and installation. We are aware of only one certified supplier of the compatible hardware and software.
    
    ACAN NOTICE: 	
    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a "Statement of Capabilities" that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award.   However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process. 
    
    Inquiries on Submission of Statement of Capabilities
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing, either via letter, facsimile or email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
