    Description
    INVITATION
    The Department of Foreign Affairs, Trade and Development Canada (DFATD) has a requirement for the professional services of a consultant (the “Consultant”) to perform the evaluation of DFATD’s Development and Stabilization and Reconstruction Taskforce (START) Programming in South Sudan.
    
    The Consultant will be responsible to assess the relevance and performance of DFATD programing in South Sudan; and, to provide DFATD with relevant fragile state-specific information for future programming, including lessons learned, best practices and programming options. Additional information related to the requirement is detailed in section 4, Terms of Reference.
    
    The purpose of this notice is to invite formal costed proposals from eligible Consultants. On the basis of the formal proposals, one Consultant will be invited to negotiate a contract for the provision of the services. DFATD reserves the right to refuse any or all proposals received. The amount allocated to this contract will not exceed four hundred ninety-five hundred thousand, seven hundred and fifty Canadian dollars (CAD $495,245) excluding applicable taxes. The anticipated contract duration is one (1) year.
    
    WORKING LANGUAGE OF THE PROJECT
    The working language for this requirement is English.
    
    CONSULTANT PROFILE
    To meet the requirement of the assignment, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities.
    
    The Bidder must meet the following mandatory requirements:
    1. All Proposed Personnel must consent to travel to or within South Sudan.
    2. The proposed Evaluation Team Leader must have a university degree.
    3. The Evaluation Team Leader must have at least eight (8) years’ experience working as an evaluator and at least three (3) years’ experience as an evaluation team leader.
    4. At least one of the Proposed Personnel has at least:
     5 years of programmatic experience in Fragile or Conflict-Affected States: or
     5 years of technical experience in Fragile or Conflict-Affected States: or
     5 years of experience in evaluating projects in Fragile or Conflict-Affected States: or
     5 years of experience in evaluating programs in, Fragile or Conflict-Affected States.
