REQUEST FOR INFORMATION (RFI) 1000161530 Health Warning Message medical Photography/ Images 1. NOTE TO POTENTIAL RESPONDENTS: This is not a bid solicitation. This RFI will not result in the award of any Contract; consequently, potential suppliers of any goods or services described in the attached project outline should not earmark stock or facilities, nor allocate resources, as a result of any information contained in this RFI. Nor will this RFI result in the creation of any source list, therefore, any potential supplier who responds to this RFI will not be precluded from participating in any future procurement. Also, the procurement of any goods and services described in this RFI will not be a result of this RFI. The purpose of this RFI is to solicit information from the relevant industry regarding the matters described in this RFI. Potential respondents are advised that any information submitted in response to this RFI may be used by Canada in the development of a subsequent Request for Proposal. The issuance of this RFI does not create an obligation for Canada to issue a subsequent RFP. 2. NATURE AND FORMAT OF RESPONSES REQUESTED Respondents are requested to provide their comments, concerns and, where applicable, recommendations on how the requirements or objectives described in Section 9 and the identified questions set out in Section 10 can be met. Respondents should explain any assumptions they make in their responses. 3. Closing Date: Responses to this Request for Information will be accepted at any time until July 20, 2015. 4. RESPONSE COSTS Canada will not reimburse any respondent for expenses incurred in responding to this RFI. 5. TREATMENT OF RESPONSES: i. Use of Responses: Responses will not be formally evaluated. Nevertheless, the responses received may be used by Health Canada to modify procurement strategies or any draft documents contained in this RFI. ii. Review Team: A review team composed of representatives from Health Canada; will review the responses received by the RFI closing date. The review team may, at its discretion, review responses received after the RFI closing date. Canada reserves the right to hire any independent consultant, or use any other resources it deems necessary to review any response. Not all members of the review team will necessarily review all responses. iii. Confidentiality: Respondents should mark any portions of their response that they consider proprietary or confidential. Canada will treat those portions of the responses as confidential to the extent permitted by the Access to Information Act, Section 20 (1). iv. Follow-up Activity: Canada may, in its discretion, contact any respondents to follow up with additional questions or for clarification of any aspect of a response. 6. CONTENT OF THIS RFI This RFI contains at Section 9 a draft outline of the purpose, objective, background and deliverables of a potential Statement of Work (SOW), which will be used in a future Request for Proposal. This document remains a work in progress and respondents should not assume that new clauses or requirements will not be added to any bid solicitation that is ultimately published by Canada. Nor should respondents assume that none of the clauses or requirements will be deleted or revised. Comments regarding any aspect of the draft document are welcome. 7. SUBMISSION OF RESPONSES i. Time and Place for Submission of Responses: Suppliers interested in providing a response should submit their response directly to the Contracting Officer by the RFI closing date indicated on page 1 of this document. Responsibility for Timely Delivery: Timely delivery and correct direction of responses is the sole responsibility of the respondent. OUTLINE OF THE STATEMENT OF WORK 9.1 Purpose Health Canada is seeking a qualified contractor to obtain medical photography/images depicting the health effects/consequences of smoking/tobacco use and to provide Health Canada with the rights to use these images. The purpose is for Health Canada to compile a database of images that could potentially be used in future rotations of tobacco health-related messages. The images may also be utilized as part of a social marketing campaign which will compliment and build on the tobacco product labelling messages. 9.2 Objectives of the Requirement To provide Health Canada with at least 26 credible and compelling medical photographs/images that illustrates the health hazards and diseases caused by smoking/tobacco use. The medical images may be of organs, a diseased body part or someone with a visible tobacco related disability/disease. The images may be used for public opinion research testing and must be available for future purchasing of full rights or perpetual rights. 9.3 Background and Specific Scope of the Requirement The Tobacco Products Labelling Regulations (Cigarettes and Little Cigars) (TPLR-CLC) came into force in September 2011. The new regulations mark the second rotation of pictorial warnings in Canada. In 2000, Canada was the first country in the world to require pictorial health warnings on tobacco packages. The Government of Canada intends to periodically change the health warning messages on tobacco product packages, to keep them novel and relevant. The health warning messages should cover the diverse range of diseases and health consequences that have been caused by, or clearly linked to, smoking/tobacco use. In addition to the labelling changes, Health Canada may use these medical photography/images as part of a social marketing campaign targeting smokers, or for other purposes related to the Department’s mandate 9.4 Deliverables include but not limited to: • Find and obtain the rights/consent to relevant medical photographs/images of tobacco related diseases. Each relevant medical image is to be approved by Health Canada three weeks prior to delivery of images in low resolution. The images can be of actual diseased organs or persons with visible consequences of smoking or a surgery. A list of required diseased images / health conditions will be provided within the resulting Request For Proposal (RFP) in more detail. • Images cannot have been used at any time by another country for the purpose of tobacco product labelling. • Provide photographs/images in low resolution electronically and in high resolution 18 x 28 (minimum 300 dpi) for testing on a CD/DVD. • Provide certification that the photographs/images are related to tobacco use, exposure to second-hand smoke or that would accurately reflect the result of tobacco exposure. Validation of the photography/images is to be done by a qualified health professional. Proof of validation is required. • Obtain the rights for Health Canada to use the images for purposes of testing through public opinion research until December 31, 2020. • Cover any cost related to obtaining the rights to use the images for testing purposes. • Provide copy of documentation showing that the owner of images has the right and willingness to sub-licence the right to use in perpetuity or transfer copyright ownership to Health Canada. Therefore, these cannot be iStock images or any other images where the price is based on volume of use. • Furnish Health Canada with a report with information on all 26 images and a CD/DVD with all the (Health Canada approved) medical photographs/images in high resolution. 10. SOME SPECIFIC QUESTIONS: 1. What are the required necessary steps to obtain high quality medical images (i.e. photo shoot, sourcing from suppliers) as outlined in this RFI? 2. Are there major risks that the procurement project team should be aware of? 3. What would be the estimated cost be to undertake this project? 11. Language Requirements Regular correspondence, draft results and final deliverables will be required in English or French. 12. TRAVEL N/A 13. WORK LOCATION It is anticipated that the majority of the work will be done at the Contractor’s site, with the exception of any required meetings at Health Canada, in Ottawa, Ontario.
