INMATE TELEPHONE SYSTEM (ITS) This requirement is for: The Correctional Service of Canada, national in scope. Trade agreement: This procurement is not subject to any trade agreement. Tendering procedures: All interested suppliers may submit a bid. Competitive Procurement Strategy: lowest priced compliant bid. Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers. Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement. Security Requirements: This contract includes security requirements. Nature of Requirements: The following is a summary of the statement of work for this requirement: Correctional Service Canada (CSC) requires the provision of a telephone system at CSC institutions that will allow inmates to have audio communications, in a secure environment under the supervision of CSC, with the public telecommunications networks. Note: The following Data Tables are available from the Contracting Authority in Microsoft Excel format, upon request: • APPENDIX ‘D’ – PEAK LOCAL CALLS FROM 2013-02 TO 2014-01 • APPENDIX ‘E’ – PEAK LONG-DISTANCE CALLS FROM 2013-02 TO 2014-01 • APPENDIX ‘F’ – OFF-PEAK CALLS FROM 2012-03-01 TO 2013-03-01 Deliverables: The Contractor must provide the following deliverables: 1. Ongoing Inmate Telephone Service (ITS) to all CSC Institutions; 2. As and when required installation, maintenance, warranty, and support services associated with the ITS. 3. All hardware, software, and cabling components required for a fully-functioning ITS, including UPS units; 4. An “as and when requested”, bilingual (English and French) customer service function; 5. An Inventory Report; 6. Ongoing Maintenance and Support services; 7. Changes, Enhancements, and Upgrades; 8. All data input to or generated by the ITS and the entity relationship diagram(s); 9. Inmate Telephones, special purpose Inmate Telephone enclosures, and administrative segregation carts; 10. ITS Workstations; 11. TIAS; 12. An ITS National Database; 13. ITS Administrative Functional Requirements; 14. Supervisory Controls; 15. A Manual By-Pass function; 16. Reporting Requirements; 17. A Disaster Recovery Plan; 18. Training and Online Help; 19. A Transition Plan; and 20. The Project Initiation. Expected Delivery Date: six (6) years after contract award. Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
