Closing date and time 2015/11/09 14:00 EST

    1.	Advance Contract Award Notice (ACAN)
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the competitive requirements of the Government’s contracting policy have been met. The Department may then proceed with the award of a contract to the pre-identified supplier.
    2.	Definition of the requirement
    The Department of Finance Canada has an on-going requirement for Cablevision services for cable outlets.
    The supplier shall provide the channel line-up, as per Annex A, of required TV stations to the Department of Finance Canada (Finance Canada), located at 90 Elgin Street, Ottawa, Ontario K1A 0G5. This service must be provided via COAX or Fiber cables.
    3.	Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    Potential suppliers must be able to provide the video channels as per Annex A via COAX cable or Fiber to Finance Canada located in the downtown core of the National Capital Region.
    Finance Canada has a 0% tolerance level to outages due to sensitivity of broadcast recordings and delivery of cablevision via COAX or Fiber is not susceptible to storms and inclement weather.
    Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
    	video signals must be supplied via COAX or Fiber;
    	the signal must be able to function with Finance Canada’s existing CATV RG-6U cabling;
    	must not require additional infrastructure, rack space and power; and
    	signals must comply with the CRTC regulations.
    4.	Applicability of the trade agreement(s) to the procurement
    	This requirement is not subject to the trade agreements.
    5.	Justification for the Pre-Identified Supplier
    There is no other supplier within the National Capital Region NCR that can provide Cable TV via COAX or Fiber. Other suppliers can provide similar service over satellite; however due to seasonal inclement weather, outages can occur causing loss of video signals.
    6.	The following exception(s) to the Government Contracts Regulations is invoked for this procurement:
    Subsection 6(d) - only one firm is capable of performing the work.
    7.	Ownership of Intellectual Property
    Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
    8.	Period of the proposed contract or delivery date
    The proposed contract is for a period of two (2) years, from the date of award to November 30, 2017.
    9.	Cost estimate of the proposed contract
    The total estimated value of the contract including applicable taxes is $97,252
    10.	Name and address of the pre-identified supplier
    	Rogers Cable Communications Inc.
    	PO Box 4100 STN Don Mills
    	Don Mills, ON M3C 3N9
    11.	Suppliers' right to submit a statement of capabilities

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    12.	Closing date for a submission of a statement of capabilities
