    Description

    NOTICE OF PROPOSED PROCUREMENT
    1. DIAND has the primary (but not exclusive) responsibility for meeting the federal government’s constitutional, treaty, political, and legal responsibilities to Aboriginal peoples and Northerners. Under this mandate, DIAND manages and maintains the planning, design, implementation, and assessment of policies and the delivery of a variety of programs and services to Aboriginal and Northern peoples and communities.
    2. The Information Management Branch (la DGGI) within DIAND provides Web application development to help internal clients to maximize the value they achieve from their business processes, oracle database support, and other IT-related support services to the Department by creating new business applications, or enhances existing ones. la DGGI offers internal clients the benefit of their thorough knowledge of technology components, software tools, integration techniques, and multi-platform environments to create optimally integrated systems that support clients’ business and technology requirements.
    3. As part of the Chief Information Officer Branch (CIO) DIAND la DGGI supports the CIO mandate in policy development, monitoring, management oversight, and leading community development and capacity building initiatives in information management and technology, identity management and security, and access to information and privacy to ensure the sound management and stewardship of the Government of Canada's information and technology assets and its communities of practice.
    4. As a result, DIAND requires additional specialized resources for up to six (6) resources categories at various levels to supplement internal capacity.

    The Indian Registration System / Secure Certificate of Indian Status (IRS/SCIS)

    This contract is to provide the necessary IT support for the sustainment of the Indian Registration system as well the Certificate of Indian Status.

    The Indian Register is the official record identifying all Registered Indians in Canada. Registered Indians, also known as Status Indians are people who are registered with the federal government as Indians, according to the terms of the Indian Act.

    The Indian Registration system (IRS) contains the names of all Status Indians. It also has information such as dates of birth, death, marriage and divorce, as well as records of persons transferring from one band (or First Nation community) to another. The Application Development / Database and Data Administration (ADDDA) Directorate of the Indian Affairs and Northern Development Canada ((DIAND) is responsible for the operation including maintaining and enhancing the IRS and SCIS.

    The department has recently completed a project to modernize the existing Indian Registration System and re-engineer the associated business process to enable on-line access to, and update of, Registry information. The client groups benefitting from this on-line service include First Nations people, other government departments, provincial / territorial governments, and private sector service providers.

    This service is providing improved access for First Nations people to services and benefits provided by other government departments, provincial / territorial governments, and Canadian businesses. Currently, some clients are denied access to services and benefits because their status identity cannot be easily determined and authenticated. Primary transactions include uninsured healthcare and provincial sales tax exemption.

    The department is also issuing now a more secure identification card to minimize the misuse of the old CIS. The enhanced identification card improves access by First Nations individuals to programs and services that require identity authentication.

    Among the accomplishments are:

    • Re-engineered and replaced the existing legacy platform.

    • Enabled secure on-line access for all IRS record maintenance and life event/CIS processing.

    • Replaced all CIS with a secure, plastic card with a digital photograph and digital signature

    • Moved the capacity for data input to the front line IRAs, thereby reducing the number of work steps so IRAs can process most life events and all CISs.

    This RFP also includes maintenance support for the Learning Management System (LMS) and for the Inuit Graves Database.
