    Description

    The Parks Canada Agency (PCA) Gaspé Management Unit wants tree removal work carried out as part of the major upgrade of Highway 132. The work involves felling trees on the new right-of-way of Highway 132 in the Castor trail sector and near Cap-des-Rosiers. Approximately 7.82 hectares are to be cleared. This estimate includes the right-of-way for a new electricity line. The tree removal areas and their dimensions have been marked on the plans by the firm Stantec, which are appended to this document.

    .1 Identify the tree removal areas and stake out the worksites in accordance with the plans provided by Stantec (4 plans, 158150010-300-ITD-ITD1-00 to 158150010-300-IT-D-ITD4-00). Files, in dwg format, will be provided to the company that is awarded the contract.

    .2 Over the entire tree removal area, fell the timber to ground or nearly ground level, including standing trees, scrub, bushes, roots, seedlings as well as partially buried logs, and remove the resulting material as well as all debris on the ground. If weather conditions do not permit razing to ground level, the cuts can be no more than 30 cm above ground. It will be expected of the contractor that he uses all means necessary to respect this requirement. In case of an important snow elevation, a high could be determined by the ministry representative.

    .3 This work can be done by a tracked multipurpose feller, a tracked feller-buncher, or by manual felling (chain saws).

    .4 Wood of commercial value felled within the corridor is the property of the Contractor, who can sell it.

    .5 The work includes no grubbing (stump grinding or root removal).

    .6 Trees must be felled so as to fall into the tree removal area.

    .7 Timber skidding must use a tracked vehicle or a vehicle with large flotation tires.

    .8 All tree removal debris must be removed from the park.

    .9 The logging or slashing debris can’t be left as is in the road right-of-way. If the Contractor chooses not to take out the debris of site, they need to be mechanically chipped as to obtain fragments of a maximum size to be incorporated to the organic soil or for any other use. (In accordance to the indications in the article “Forest fire prevention” in the CCDG)To dispose of tree removal waste, the Contractor may use shredders, provided that:

    • dimensions of fragments (wood chips) respect the indications in the article «Forest fire prevention» in the CCDG to get a maximum size to be incorporated to the organic soil or for any other use;
    • fragments are spread evenly over the ground to a depth not more than 100 mm covering the natural terrain;
    • no debris litters public or private roads or paths.

    .10 The Contractor must take into account that there are watercourses (specially Cap-des-Rosiers stream, and #7 and #8 streams) in the tree removal area and that it must at no time allow its machinery to wade any watercourse. Temporary bridges will have to be built for the machinery to cross such watercourses. Machinery must never travel within 5 m of a watercourse.

    .11 At the end of every day, the Contractor must clean all its worksites. Once the work is completed, remove from the site all unneeded materials and equipment, including all waste and tools.

    Contractors must have $5,000,000.00 Liability Insurance Coverage.
