Advanced Contract Award Notice (ACAN) for:

National Telecommunications Support Services (NTSS) for Transport Canada /Shared Services Canada (SSC)

1. What is an ACAN: An ACAN is a public notice indicating to the supplier community that adepartment or agency intends to award a contract for goods, services or construction to apre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, bysubmitting a statement of capabilities. If no supplier submits a statement of capabilities thatmeets the requirements set out in the ACAN, on or before the closing date stated in the ACAN,the contracting officer may then proceed with the award.

2. Definition of requirement: The Department of Transport Canada (TC) has a requirement for the provision of specialized professional telecommunications support services that are provided nationally and are comprised of: (1) national service management, including planning, reporting, service design, costing, etc; (2) operational support services, including client service requests, inventory management, trouble management, billing, etc; (3) bilingual service (English and French); and (4) service to TC locations across Canada. This is a customized solution for legacy voice services where the supplier must develop a unique portal, help desk and processes.

The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Bell Telephone Company of Canada (Bell Canada). Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.

The professional services to be provided are as stated in the attached “Statement of Work” at the various locations stated in the Annex A.

3. Trade Agreements: On May 28, 2012, the Government of Canada announced on the Government Electronic Tendering Service that it had invoked the National Security Exception under the trade agreements in respect of procurements related to email, networks and data centers for Shared Services Canada. As a result, this requirement is subject to the National Security Exception.

4. Government Contracts Regulations Exception and Limited Tendering Reason: It is proposed that a contract be directed to Bell Canada for the supply of telecommunications support professional services provided nationally. This requirement is directed to Bell Canada in accordance with exception Section 6 (d) of the Government Contracts Regulations that states that only one person or firm is capable of performing this contract.

5. Period of the proposed contract: The initial contract period shall start on April 1, 2016, and end one year later.

6. Cost estimate of the proposed contract: The Estimated cost of this contract is $305,072.80(Applicable Taxes extra).

8. Suppliers' right to submit a statement of capabilities: Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

Minimum Essential Requirements: Any interested supplier must demonstrate by way of aStatement of Capabilities that it can fulfill the requirements of the Statement of Work.

If a potential supplier submits a statement of capabilities during the posting period that meetsthe requirements set out in this ACAN, the government will proceed to a full tendering process on either the government's electronic tendering system or through traditional means in order to award the contract.

If no other supplier submits on or before the closing date a statement of capabilities meeting therequirements set out in this ACAN, a contract will be awarded to the pre-selected supplier.
