Engineering Services for Final Design and Rehabilitation of Upstream Conduits

Agriculture and Agri-Food Canada (AAFC) is the owner/operator of water-control infrastructure and land associated with twenty-nine (29) water storage projects in southern Saskatchewan. These works were among the many built between 1935 and 1960 as part of the Prairie Farm Rehabilitation Administration’s (PFRA)’s legislated mandate to help stabilize and contribute to the economic security of the drought prone regions of western Canada. AAFC manages these facilities in accordance with the principles and practices of the Canadian Dam Association (CDA) Dam Safety Guidelines (2007).

Three such projects are:

1. Altawan Dam – located approximately 60 km by road south-west of Consul, SK,
2. Gouverneur Dam – located approximately 15 km by road north-east of Cadillac, SK, and
3. Pheasant Creek Dam – located approximately 8 km by road north of Lemberg, SK.

Each of these three (3) projects was constructed with a gated low level outlet. The downstream conduits of all three low level outlets have been rehabilitated (lined and the annular space grouted). The upstream conduits of the three low level outlets have not undergone rehabilitation and are believed to be at the end of their design life. The control gates on each of these projects are original and also believed to be at the end of their design life.

As part of its long term commitment to the management and dam safety of these water control assets, AAFC is planning the rehabilitation of the upstream conduit at these three sites during fiscal year (FY) 2017/18. The rehabilitation will include:

1. rehabilitation of the upstream conduits by lining or replacement, and
2. replacement of the control gates and hoists.

This Statement of Work (Appendix B) details the engineering design, construction and project management services required to complete the rehabilitation of the upstream conduits of Altawan, Gouverneur and Pheasant Creek Dams.
