Privacy Impact Assessment Specialist for the Treasury Board of Canada Secretariat

The Treasury Board of Canada Secretariat (TBS) requires a senior Privacy Impact Assessment (PIA) specialist on an “as and when requested” basis in the National Capital Region, over the next five years, to support the implementation of enterprise-wide systems.

Professional services are required to support PIA requirements associated with the Government of Canada’s My GCHR system. The senior PIA specialist will ensure that activities and processes associated with My GCHR comply with privacy legislation, policies and guidelines. My GCHR is an enterprise-wide system that is used by departments and agencies across the federal public service. The senior PIA specialist will take into consideration and document data capture, data use and data retention in end-user organizations, thus eliminating the need for each organization to develop its own department-specific PIAs.

A Talent and Performance Management Working group has been tasked to identify all PIA requirements (business, system, access, etc.), and the senior PIA specialist will assess existing PIAs and revise them as required. Identifying PIA requirements will optimize the use of the Public Service Performance Management Application (PSPM App) to automate talent and performance management, and to report for all occupational groups in the core public administration.

TBS requires the senior PIA specialist to review and assess new functionalities released in the My GCHR system twice a year, and to amend the existing PIA as required. The senior PIA specialist will also review, assess and amend existing PIAs for the PSPM App and the Executive Talent Management System. Functionalities of the senior PIA specialist’s work will include the provisioning of data and the application of data warehousing.
