    TITLE: Buoy Maintenance in Basse-Côte-Nord, Côte Nord et Gaspésie

    TRADE AGREEMENTS: North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Agreement on Internal Trade (AIT), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Columbia Free Trade Agreement (CColFTA), and the Canada-Panama Free Trade Agreement (CPanFTA).

    DESCRIPTION OF REQUIREMENT:

    The Canadian Coast Guard seeks to award a contract for the tending and secure storage of summer and winter buoys (a total of up to 71) and their accessories. The buoys in question are located in the area from the sectors of Blanc Sablon to Rivière au Tonnerre, Baie de Sept-Îles, Port Cartier, Godbout, Baie Comeau, Anticosti, Gaspésie et Baie des Chaleurs. Type and number of buoys may vary slightly from year to another.

    The buoys will be registered / retrieved by a ship of the Coast Guard at the port housed selected by the Bidder and the representative of the Ministry according to the following order of preference: Gaspé, Sept-Îles or Baie-Comeau. The Contractor shall ensure that it has access to the port selected and that it can host a 1100 class ship safely.

    The contractor must maintain the buoys and their accessories and ensure that the buoys will be operational for placement in the water.

    DURATION OF CONTRACT

    The period of the contract is from date of contract to March 31, 2017 inclusive.

    Option to Extend the Contract

    The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to two (2) additional one (1) year period(s) under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment.

    Canada may exercise this option at any time by sending a written notice to the Contractor at least 15 calendar days before the expiry date of the Contract. The option may only be exercised by the Contracting Authority, and will be evidenced for administrative purposes only, through a contract amendment.

    ENQUIRIES – BID SOLICITATION

    All enquiries must be submitted in writing to the Contracting Authority no later than ten (10) calendar days before the bid closing date. Enquiries received after that time may not be answered.

    PROCESS AND SELECTION METHODOLOGY

    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
