    Description

    The Royal Canadian Mounted Police (RCMP), National Forensic Laboratory Services (NFLS) is seeking two proposed resources to provide professional services for conducting digital image acquisitions of fired bullets/expended cartridge cases onto the Ottawa RCMP IBIS Instrument and conducting the correlation reviews of the acquired digital images.

     Canadian Content Certification;

    This procurement is limited to Canadian services.

     The period of the Contract is date of contract award for a six (6) month period.

     The Contractor grants to Canada the irrevocable option to extend the term of the Contract for up to three (3) additional six (6) month option periods under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment.

     Mandatory Requirements:

    Any proposal which fails to meet the following Mandatory Requirements will be deemed non-responsive and will not be given further consideration. Each requirement should be addressed separately.

     At bid closing time, the Bidder must comply with the following Mandatory Requirements and provide the necessary documentation to support compliance.

    Mandatory Bidder Requirement:

     M1 The bidder must provide a resume for each proposed resource.

    Mandatory Resource Requirements:

    M2 Each proposed resource must have completed a minimum of two (2) projects in the last five (5) years that demonstrate experience in each of the following:

    • Integrated Ballistics Identification System (IBIS) acquisition
    • Correlation review

    M3 Each proposed resource must have a minimum of five (5) years demonstrated experience in the field of Integrated Ballistics Identification System acquisition and correlation reviews.

     M4 Each proposed resource must have BrassTrax, BulletTrax and MatchPoint training under the Integrated Ballistics Identification System (IBIS) from a certified Forensic Technology Inc. (FTI) trainer as FTI has the exclusive ownership and rights to the technology.

     M5 Each proposed resource must have a minimum of two (2) years demonstrated experience using each of the following:

    • Brass Trax
    • Bullet Trax
    • Match Point for the acquisition of the exhibits.

     Basis of Selection - Highest Combined Rating of Technical Merit and Price

     To be declared responsive, a bid must:

    1. comply with all the requirements of the bid solicitation;
    2. meet all mandatory criteria; and
    3. obtain the required minimum of 70% or 30 points for each proposed resource for the technical evaluation criteria which are subject to point rating.

     The rating is performed on a scale of 43 points.

     Bids not meeting (a) and (b) and (c) will be declared non-responsive.

     Offers must be submitted ONLY to the RCMP Bid Receiving Unit by the date, time and place indicated on Page 1 of the bid solicitation.

     This requirement is subject to the following Trade Agreement:

    • Agreement on Internal Trade – AIT

     RCMP has adopted the Integrity Regime administered by PSPC. As a result, the integrity provisions are being applied in RCMP contracting activities as outlined in this solicitation.
