    Title: Provision of Critical Incident Stress Management Program

    OBJECTIVES OF THE REQUIREMENT

    In recognition that employees may become involved in a critical incident through their work, the Pacific Region of Fisheries and Oceans Canada (DFO) established a Critical Incident Stress (CIS) Peer Team Program in 1991. The goal of the program is to provide timely, effective assistance to employees involved in critical incidents, thereby preventing or mitigating symptoms of CIS and Post Traumatic Stress Disorder (PTSD). The Critical Incident Stress Management (CISM) Program is based on and utilizes a modified Mitchell/ICISF Model.

    Fisheries and Oceans Canada has approximately 2400 employees, predominantly throughout British Columbia and the Yukon. The CISM Peer Team consists of approximately 20-25 trained peers from across the region and from various operational groups and one Program Manager. Peers serve on the team for a two-year timeframe and have the option to renew their commitment every two years. We are looking for 1 (one) external Mental Health Professional (MHP) to complete the team.

    There are, on average, about 40-50 incidents in a year. Most of the responses are provided by the CIS Peer Team. Approximately 15-20% of the incidents require the services of a MHP. When the MHP is involved, it may be to provide a Critical Incident Stress Diffusing (CISD) or to provide support to a peer who is leading a defusing or a one-on-one intervention.

    PERIOD OF CONTRACT

    The period of the Contract is from date of Contract to March 31, 2018 inclusive.

    The Contractor grants to Canada the irrevocable option to extend the term of the resulting Contract by up to two (2) additional one (1) year period(s) under the same conditions.

    SECURITY

    There is no security requirement applicable to this Contract.

    MANDATORY REQUIREMENTS

    Offers will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Offers must clearly demonstrate that they meet all Mandatory Requirements to be considered for further evaluation. Offers not meeting the mandatory criteria will be excluded from further consideration.

    SELECTION METHOD

    The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 60% for the technical merit and 40% for the price.
