    INVITATION

    The Department of Foreign Affairs, Trade and Development (DFATD) is seeking to retain the services of a Consultant to provide the professional services related to the Formative Evaluation of the Government of Canada – Canadian Red Cross Society Strategic Partnership to Enhance Humanitarian Assistance.

    RATIONALE AND PURPOSE OF THE EVALUATION

    Five projects comprise Pillar I and Pillar II of the Government of Canada – Canadian Red Cross Society Strategic Partnership to Enhance Humanitarian Assistance.

    Pillar 1: Enhancing emergency response

    Project 1: Enhanced Emergency Disaster Assistance Fund

    Project 2: Health in Emergencies

    Project 3: Strengthening Global Emergency Response

    Pillar 2: Building strong national societies

    Project 4: Capacity Building for Emergency Response in the Americas

    Project 5: Capacity Strengthening for Emergency Response in Africa

    Initiated almost at the same time, these projects are all close to the mid-point of their planned life cycle. It is therefore an appropriate point in time to take stock of the results achieved and consider measures to strengthen project implementation. The Department of Foreign Affairs, Trade and Development (DFATD) and the Canadian Red Cross Society (CRCS) will therefore use this evaluation to better understand what is working and what needs improvement, and guide the future implementation of each of the five projects.

    The purpose of the evaluation is to:

    • Support learning based on current performance and inform decision-making; and
    • Account for development results to stakeholders.

    The evaluation will comprise individual evaluations of each project, and an assessment of the contributions of each project to Pillar objectives.

    The purpose of this notice is to invite formal costed proposals from eligible Consultants. On the basis of the formal proposals, one Consultant will be invited to negotiate a contract for the provision of services. DFATD reserves the right to refuse any or all proposals received.

    The amount allocated to this contract will not exceed three hundred and sixty-one thousand eight hundred and thirty Canadian dollars (CAN $361,830.00) excluding applicable taxes.

    Description of the requirement

    The Consultant will carry out the formative evaluation in accordance with the OECD/DAC (2010) Quality Standards for Development Evaluation and best practices in evaluation.

    CONSULTANT PROFILE

    To meet the requirement of the mandate, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. The Consultant must meet the requirements of the mandatory criteria indicated in Section 5 of the present Request for Proposal.

    Security Requirement

    No security requirement needed for this contract.

    Proposed period of contract

    The proposed contract period shall be for eight (8) months from the date of the contract signature.

    WORKING LANGUAGE OF THE PROJECT

    The working language for this requirement is specified in the Bid Solicitation document.
