    NATURE OF THE REQUIREMENT:

    The Royal Canadian Mounted Police (RCMP) has a requirement for the replacement of one (1) communication tower located at Ptarmigan, NWT. Bidders must be able to provide the required services as per the SOW.

    This procurement is subject to the following Comprehensive Land Claims Agreement(s):

    - Tilcho Land Claims Agreement

    As such, the RCMP is obliged only to notify the above claimant group of this requirement. Notification will take place simultaneously with GETS posting.

    There is a mandatory bidders’ teleconference associated with this requirement.

    1.2.5 The Federal Contractors Program (FCP) for employment equity applies to this procurement; see Part 5 – Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification.

    SECURITY: There is no security provision associated with the requirement.

    EVALUATION PROCEDURE: Bids will be assessed in accordance with the entire requirement of the bid solicitation. An evaluation team composed of representatives of Canada will evaluate the bids against all mandatory technical evaluation criteria.

    BASIS OF SELECTION: To be declared responsive, a bid must comply with all the requirements of the bid solicitation and meet all the mandatory technical criteria. The responsive bid with the lowest evaluated price, will be recommended for contract award.

    DEBRIEFINGS: Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.

    PROPOSED PERIOD OF CONTRACT: The proposed period of contract will be an estimated six (6) months from date of contract award.

    INTEGRITY PROVISIONS

    RCMP has adopted the Integrity Regime administered by PSPC. As a result, the integrity provisions are being applied in RCMP contracting activities as outlined in this solicitation.
