    The Department of Foreign Affairs, Trade and Development (DFATD) is seeking to retain the services of a Consultant to provide the professional services related to the Summative Evaluation of the Teacher Certification and Accreditation Project in Afghanistan. 

    The purpose of this evaluation is to:

    • Inform DFATD decision-making regarding future programming in Afghanistan; and 
    • Account for development results to stakeholders and taxpayers.

    The purpose of the evaluation mandate is to:

    • Assess the project’s development results in terms of overall effectiveness, efficiency, relevance and sustainability
    • Assess the results achieved at the immediate outcome, and intermediate outcome level as established in relevant project documents, the logic model (LM) and the performance management framework (PMF);
    • Provide findings, conclusions, recommendations and lessons to inform current and future related programs or projects;
    • Identify and assess any unintended results (both positive and negative);

    The purpose of this notice is to invite formal costed proposals from eligible Consultants. Based on proposals received, one consultant will be invited to negotiate a contract with DFATD for the provision of services. DFATD reserves the right to reject any or all proposals received. The amount allocated to this contract will not exceed one hundred and fifty thousand Canadian dollars (CAN $150,000.00) excluding applicable taxes. The anticipated contract duration is eight (8) months.

    WORKING LANGUAGE OF THE PROJECT

    The working language for this project is English. 

    DESCRIPTION OF SERVICES

    The Consultant will carry out the end of the two projects evaluation in accordance with the OECD/DAC (2010) Quality Standards for Development Evaluation and best practices in evaluation.

    CONSULTANT PROFILE

    To meet the requirements of the assignment, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. DFATD is seeking a Consultant with experience in evaluating international development projects
