Title:
Medical Laboratory Services and Phlebotomist Lab Technician
Background:
The Specialized Health Services Directorate (SHSD) is part of the Corporate Services Branch (CSB) of Health Canada. SHSD is responsible for helping Canadian private and public sector employers maintain and improve the health of their workers by providing leadership and policy development in the areas that affect workplace health. SHSD is the principal occupational health and safety advisor to the Treasury Board Secretariat and provides a wide range of occupational health services to federal employees. A major component of SHSD's portfolio is the Public Service Occupational Health Program (PSOHP). The PSOHP, on behalf of Treasury Board Secretariat, promotes the health and safety of Government of Canada employees by providing medical advice, guidance and services related to occupational health evaluations and communicable diseases.
Part of SHSD’s mandate from Treasury Board is to provide occupational health assessments for Public Service employees in high-risk jobs such as health care workers, firefighters, lighthouse keepers, divers, accident investigators and federal government employees posted overseas. Following medical assessment, the health professional sends the client to the SHSD Clinic for venepuncture, urinalysis and additional testing (audiogram, pulmonary function test, ECG and vision testing).
Scope:
SHSD requires:
- medical laboratory services for the testing of blood, stool, urine and other specimens taken from the human body;
- electrocardiogram interpretation services and;
- a Phlebotomist Laboratory Technician to perform the sample collection and processing on-site at 171 Slater Street, Ottawa, Ontario before shipment to the appropriate laboratory. The medical laboratory tests are identified in Appendix I.
In accordance with the Laboratory and Specimen Collection Centre Licensing Act, the laboratory performing the testing must maintain a Laboratory License from the Ontario Ministry of Health and Long Term Care (MOHLTC). The Laboratory must also maintain accreditation to ISO 15189:2007, entitled “Medical laboratories – particular requirements for quality and competence”, either by the Ontario Laboratory Association (OLA) or the Standards Council of Canada (SCC). The Technician must maintain the certifications detailed at Section 6.0, Resource Qualifications.
Estimated Value:
The total value of the contract emanating from this RFP shall not exceed $254,500.00 for a period of three (3) years with a two (2) additional one (1) year period(s).

Selection Methodology:
Mandatory Technical Criteria
The bid must meet the mandatory criteria set out below. The Bidder must provide the necessary documentation to support compliance (i.e. proof of license, accreditation and certifications). Bids which fail to meet the mandatory criteria will be declared non-responsive. Mandatory criteria are evaluated on a simple pass or fail basis. This will be evaluated as either a “Met” or a “Not Met”. Any offer that fails to meet the following mandatory technical criteria will be declared non-responsive and given no further consideration. Each criterion should be addressed separately.

The Laboratory Facility that will be performing the testing must have a Laboratory License from the Ontario Ministry of Health and Long Term Care (MOHLTC).
MT2
The Laboratory Facility that will be performing the testing must be accredited to ISO 15189:2007, “Medical Laboratories – particular requirements for quality and competence” by either the Ontario Laboratory Association (OLA) or the Standards Council of Canada (SCC).
MT3
The Phlebotomist Laboratory Technician must have all the following certifications:
MT3.1
Certification under the Laboratory and Specimen Collection Centre Licensing Act 1 in accordance with Section 3 of Ontario Regulation 854 from the Ministry of Health; and
MT3.2
Certification for Transportation of Dangerous Goods (TDG); and
MT3.3
Certification for cardiopulmonary Resuscitation (CPR); and
MT3.4
Certification for Workplace Hazardous Materials Information System (WHIMS).
