    Floor Repairs – Special Handling Unit - CORCAN

    This requirement is for: The Correctional Service of Canada, CORCAN, Regional Reception Centre, Special Handling Unit, Sainte-Anne-des-Plaines, Québec

    Trade agreement: Agreement on Internal Trade (AIT), North American Free Trade Agreement (NAFTA).

    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service of Canada (CSC) is looking for a contractor to carry out concrete polishing work at the Regional Reception Centre, Special Handling Unit (SHU). The work required is described below.

    Objectives: The purpose is to prepare and polish concrete surfaces. The surface to be treated is ± 1,389 m2 (± 15,000 ft2).

    Tasks:

    The Contractor must perform the following tasks but are not limited to:

    The Contractor must:

    Part 1 – General:

    • Performance
    1. Prepare, polish and apply finishes as specified in the plans (Annex D), in accordance with industry best practices, for a surface measuring ± 1,389 m2 (± 15,000 ft2). The work will be completed over ± 20 consecutive phases.
    2. Use a water-based polishing process to minimize the creation of dust at the work site as well as to prevent overheating of the abrasives for transferring the resin to the concrete and reducing polishing quality.
      • Technical data sheets
    1. The Contractor must provide technical data sheets for all finishing products to be used for the concrete floors as well as instructions for their application.

    The data sheets must include:

    • product characteristics; and
    • performance, preparation and application criteria.
    1. The Contractor must provide the material safety data sheets (MSDS) for the Workplace Hazardous Materials Information System (WHMIS). The WHMIS MSDS for concrete floor finishing products must conform to the requirements of Health Canada and Human Resource Development Canada—Labour; they must indicate the Volatile Organic Compound (VOC) content.
      • Equivalents
    1. Before using a product equivalent to that indicated in this section, the Contractor must provide technical data sheets in accordance with section 1.2 for approval by the Project Authority. The proposed product must feature the same characteristics and performances. The Contractor must create a comparative table of the products and submit it for approval by the Project Authority.
    • Waste management and disposal

    The Contractor must:

    1. Sort,recycle, and dispose of all waste generated by the work.
    2. Use designated containers for substances that meet the definition for toxic or hazardous waste.
    3. Must ensure empty containers are sealed, and then stored correctly for disposal.
    4. Dispose of excess quantities of chemicals and finishing products, in accordance with federal and provincial regulations and municipal by‑laws.
    5. Dispose of floor-stripping waste in an environmentally friendly manner.
    6. Recover and dispose all of the grinding and polishing sludge at a processing centre.
      • Implementation conditions
    • Temporary lighting

      The Contractor must provide a minimum 1200 W light source, placed 2.5 m above the floor surface, for each 40 m2 of floor being treated.

    • Electrical power

      Sufficient electrical power (600 W, 40A) shall be supplied to operate equipment normally used during construction.

    • Work area

      The work area must be protected against contaminants from adjacent areas that may be affectwed by work being performed.

    • Temperature

      The Contractor must maintain an ambient temperature of not less than 10 degrees Celsius from 7 days before installation to at least 48 hours after completion of work, and maintain relative humidity not higher than 40% during the same period. The Contractor must comply with the minimum requirements set by the product manufacturers.

    • Safety

      The Contractor must comply with requirements of the Workplace Hazardous Materials Information System (WHMIS) regarding the use, handling, storage and disposal of hazardous materials.

    • Ventilation

      The Contractor must provide continuous ventilation during coating application and for 24 hours after the work has been completed.

      • Transportation, storage and handling

    The Contractor must transport, store and handle the equipment and materials in accordance with the manufacturer’s written instructions.

    • Delivery and acceptance

    The Contractor must deliver the equipment and materials to the site in original factory packaging, labelled with the manufacturer’s name and address.

    • Packaging waste management

    The Contractor must remove for reuse/repurposing and for recovery by the manufacturer all padding, crates, pallets and other packaging materials, as applicable.

    Part 2 Products

    The Contractor must warranty all materials for one year after receipt and must provide a letter to that effect.

    The Contractor must use products that conform to the following specifications:

    • Joint sealant
    • Chemical hardener, with two components and a polysulphide base, pursuant to standard CAN/CGSB 19.24 Type 2, Class A, such as the VersaFlex SL/75 sealant, or approved equivalent.
      • Sealer/hardener
    • Lithium-based penetrating hardener, such as Pentra-Sil 244+ by Convergent Concrete Technologies, or approved equivalent.
      • Protective microfilm
    • Chemical-resistant and water-resistant, lithium-based microfilm surface coating, such as Pentra-Guard by Convergent Concrete Technologies, or approved equivalent.
      • Concrete stains
    • Low-VOC, water-diluted concentrated translucent stains, such as GemTone Stain by Consolideck, or approved equivalent.
    • Refer to the documents for selected colours.
    • Mixtures

      - Mixtures: As per the manufacturer’s recommended proportions, applied in accordance with the manufacturer’s instructions.

    Part 3 Execution

    • Inspection of surfaces

    The Contractor must verify that slab surfaces are ready to receive treatment and that elevations are in line with the manufacturer’s instructions.

    • Preparation of existing slabs
    1. The Contractor must use mechanical stripping to remove any existing flooring, chlorinated rubber or existing surface coatings.
    2. The Contractor must repair cracks wider than 3 mm by grinding and filling with a joint sealant, as recommended by the manufacturer.
    3. The Contractor must remove broken concrete sections from the slab and repair the sections using repair concrete.
    4. The Contractor must repair holes and cracks in the concrete using repair concrete or cement grout, depending on the scope of the repair, as recommended by the manufacturer.
    5. The Contractor must make sure that the repairs create a smooth surface that is level with the existing slab.
      • Polished concrete, diamond grinding and polishing
        • General

    The Contractor must perform sandblasting, followed by concrete treatment with lithium technology, followed by wet polishing and, finally, application of a microfilm coating for a hard, sealed, durable and easy‑to‑maintain surface. The Contractor must use equipment with a planetary motion, such as the HTC Platinum or Superfloor method. All steps must also be carried out on the edges of walls to avoid a demarcation.

    • Preparation process
    1. The Contractor must perform sandblasting of the surface to be treated with 40, 80, 120 grit metal‑type diamonds, to ensure there are no substances like curing agents, concrete form oil, laitance, dry residues, paint, glue and so on.
    2. The Contractor must soften the surface to remove signatures left by the previous step with 120, 200 grit resin-type diamonds.
    3. The Contractor must use a water auto scrubber to suck up wet residues and obtain a perfectly clean and dust-free surface so that the densifier can properly penetrate the surface.
      • Application of the sealant/hardener
    1. The Contractor must dry the surface before applying the product (the base must be saturated with water, but the surface cannot be wet).
    2. The Contractor must use a low-pressure sprayer filled with the product to spray it on the floor until a sheen is obtained; this will ensure that the floor is fully saturated and will help distribute the product uniformly. A microfiber applicator can be used. The Contractor must refer to manufacturer’s recommendations.
    3. The Contractor must keep the surface wet with the product for at least 20 to 30 minutes, and must add product if necessary. The Contractor must not let the product pool in deeper areas.
    4. The Contractor must let the surface dry for at least 2 hours.
      • Polishing, finishing and staining

    Once the surface is dry, the Contractor must:

    1. Start the polishing steps with 220 to 800 grit resin-type diamonds until a satiny sheen is reached.
    2. Apply a concrete stain to the surface, as per the manufacturer’s recommendations.
      • Application of protective microfilm

    The Contractor must:

    1. Prepare the liquid before application, as per manufacturer’s instructions.
    2. Apply the product with a soft, fine brush, finely pulverize the material and eventually apply the material to the surface until it is completely covered.
    3. Cover the surface using a ratio of 70 m/L, based on the porosity of the medium or the manufacturer’s recommendations.
    4. Polish the surface until a lustrous finish is obtained.
      • Protection

    The Contractor must:

    1. Protect the finished work in accordance with the manufacturer's instructions.
    2. Keep the finished floor dry for 7 days to prevent stains and marks. The Contractor must refer to the manufacturer’s recommendation.
      • Cleaning

        The Contractor is responsible for cleaning up while the work is in progress and must:

    1. Clean any product splashes or splatters from untreated surfaces as they are made.
    2. Leave the work area clean at the end of each day, including putting away equipment and tools, and disposing of waste.

    Final cleaning

    Upon completion of the work, the Contractor must remove surplus materials, rubbish, tools and equipment from the work site.

    • Deliverables:

    The Contractor must provide the following deliverables:

    The Contractor must provide a letter warranting all material for one year after receipt.

    The format of the deliverables will be determined by the Project Authority

    Period of the Contract: The Work is to be performed from date of Contract to February 28th, 2018.
