The onus is on the bidder to ensure that the bid is delivered on time to the location designated.
Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, provided the render and revision(s) are both received prior to Tender Closing Time.
SCOPE OF WORK / DELIVERABLES:
The scope of work consists of the furnishing of all plant, labour, equipment, hardware and material, complete in strict accordance with the specifications and accompanying drawings and subject to all terms and conditions of the Contract. The project is to be completed in strict accordance with the specification and accompanying drawings, and subject to all terms and conditions of the Contract.
In general, work under this contract consists of, but will not necessary be limited to, the following:
.1 Construction and maintenance of temporary dewatering devices and structures.
.2 Removal of the existing cobble stone and sandbag diversion walls.
.3 Construction of new reinforced concrete diversion walls rock anchored into the underlying bedrock, as indicated on the drawings.
.4 Rock removal and construction of a new reinforced concrete levelling slab, rock anchored into the underlying bedrock, as indicated on the drawings.
.5 Rock removal and construction of a new reinforced concrete weir, rock anchored into the underlying bedrock, as indicated on the drawings.
.6 Site clean-up.
.7 Note: See Part 1.7 Examination of Site and Part 1.16 Site Access for details regarding DFO provided helicopter services.
LOCATION OF WORK, WORK SITE AND DELIVERY POINT:
Mollyguajeck Falls, NL
MANDATORY SITE VISIT:
Before submitting a bid, it is mandatory that bidders visit the site, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply. DFO will provide helicopter services for the mandatory pre-determined site visits.
The site visits will occur over a one day period with helicopter flights leaving from Clarenville (flight will return to Clarenville). Contractor is responsible for all costs associated with getting to and from Clarenville. Specific meeting location will be clarified at the tender stage. The Department will pay for helicopter services associated with the one day visit held during the tender period. Contractors wishing to visit the site must contact the Contracting Authority to obtain flight times/schedules.
Please note:
If weather doesn’t permit flying on the scheduled site visit day, it will occur on the following business day
- A maximum of 1 person per Contractor will be permitted
- 2 days advanced noticed is to be given to the Contracting Officer with respect to the company and individuals attending the visit
- The site visit will occur within 8 calendar days after the project is tendered.
Contractors, bidders, or those they invite to site are to review specification Section 01 35 29 – “Health and Safety Requirements” before visiting site. Take all appropriate safety measures for any visit to site, either before or after acceptance of bid.
EXPECTED START AND COMPLETION DATES:
Start Date: Upon contract award
Completion Date: October 20, 2017
SECURITY REQUIREMENTS:
None.
MANDATORY REQUIREMENTS:
- The tenderer must provide tender security, at the tenderer’s own cost, in accordance with the document entitled "Tender Security Requirements" as Bid Security is required for bids over $100,000. Under these circumstances, the Tender and original signed Bid Bond must be delivered to the Closing Location prior to the closing date.
Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.
QUESTION AND ANSWER PERIOD:
Bidders should note that all questions regarding this Invitation to Tender are to be submitted ONLY in writing by email, no later than Wednesday, August 9th, 2017, 2:00 PM (EDT) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.
Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
