Background
The Chief Electoral Officer of Canada (“CEOC”), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.
EC requires the provision of Informatics Professional Services for a technical team consisting of six resources to assist the Elections Canada Contact Centres (EC3) or other project teams in the implementation of a case management system.
Requirement
Part of Election’s Canada Contact Centre project mandate is to introduce a case management system (CMS) for use within Elections Canada Headquarters (ECHQ) and provide external access to field office workers and to at least one third-party contact centre. As per Treasury Board guidelines, the Shared Case Management System (SCMS) application is a likely candidate for use and through the Memorandum of Understanding (MOU) process Public Services and Procurement Canada (PSPC) has initiated the procurement of licenses. The intent is that the initial hosting of the solution will leverage the services of Shared Services Canada. Some characteristics of the new application are:
- The SCMS application operates on the MS Dynamics Client Relationship Management (CRM) platform;
- A telephony solution will integrate with the CMS;
- A public-facing web form will integrate with the CMS; and
- Other internal and/or external applications, systems or functionality will integrate with the CMS.
Period of the Contract
The Contract period will be from the Effective Date of the Contract until March 31, 2018 (the “Initial Term”). The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by one additional period of one year under the same terms and conditions.
