    Description

    Title: Vocational Training – Flagperson

    An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meet the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    Definition of requirement:

    The Correctional Service of Canada (CORCAN Industries) has a requirement to provide Road Construction Flagperson Training recognized by the Quebec Provincial Ministry of Transportation to its offender population in the Quebec Region.

    Objectives:

    The Contractor must provide “Signaleur routier” (Traffic control person) certificate training approved by Ministere des Transports du Quebec (Quebec Provincial Ministry of Transportation) that will apply to various industries, not just construction. 

    Learning objectives from this training can be applied throughout the region in various sectors. Upon successful completion of this training, offenders must have a valid third party certificate that will allow them to work in jobs requiring “Signaleur routier” (Traffic control person) training.

    Tasks and Deliverables:

    Services shall be provided under the Contract on an as-and-when requested basis. A Task Authorization (TA) will be utilized to request tasks during the life of this contract. The tasks the Contractor must perform include, but are not limited to the following:

    • Provide training DVD’s in English and French. This training can be installed on a computer with no internet connection or broadcast in a classroom;
    • Provide training to CORCAN instructors to qualify them to provide training to offenders.
    • Register the successful students with the appropriate authority and ensure the delivery of all certificates to the designated Project Authority (PA) at the site where the program is delivered within 21 days of course delivery. 
    • Provide examinations for participants;
    • Correct participants’ examinations;
    • Send competency cards to participants after course completion
    • Additional information to be provided with any invoice will include date and location of training sessions, number of participants, and number of successful completions.

    Specific deliverables include, but are not limited to the following:

    • Competency cards for “Traffic Control Person” training by AQTR
    • Registration of accounts for the training participants.

    Training may be offered two different ways:

     Individual in-class training

    This training will be offered directly on the computer with no internet connection.

    The paper exam will be supervised by an authorized Corcan operator.

    Group in-class training

    This training will be offered in class, broadcasted on a screen.

    It will be broadcasted by the authorized Corcan operator.

    The paper exam will be supervised by an authorized Corcan operator.

    Location of work:

    a. The Contractor must perform the work at the Contractor's place of business. The Contractor must also provide training to the operator by telephone or teleconference and provide all course materials by email

    b. Travel

    No travel is anticipated for performance of the work under this contract. Any additional cost will not be reimbursed by CORCAN.

    Language of Work:

    The Contractor must perform the work in French and training in both official languages (English and French).

    The competency cards must be provided in French.

    Security Requirements:

    There is no security requirement.

    Minimum essential requirements:

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    1. The Contractor must have at minimum two (2) years of experience within the past five (5) years preceding the bid closing date, in terms of providing material supporting vocational trainings in provincial or federal penitentiaries.
    2. The Contractor must be mandated by Quebec’s Ministère des transports and recognized by the Association Sectorielle Paritaire-Construction (ASP-Construction).
    3. The Contractor must have at minimum five (5) years of experience within the last eight (8) years preceding the bid closing date, in terms of developing and delivering in class and computer-based vocational trainings.

    Applicability of the trade agreement (s) to the procurement

    This procurement is subject to the following trade agreements: World Trade Organization (WTO), North American Free Trade Agreement (NAFTA), Agreement on International Trade (AIT) & Canadian Free Trade Agreement (CFTA).

    Set-aside under the Procurement Strategy for Aboriginal Business

    This procurement is not subject to any set-asides for Aboriginal Suppliers.

    Comprehensive Land Claims Agreement (s)

    There are no other companies that can provide the industry recognized certification in the province of Quebec.

    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:

    (d) only one person is capable of performing the contract.
