Professional Evaluation Services for Canadian Heritage

The evaluation function within Canadian Heritage (PCH) operates in a complex environment that involves partnerships with other federal organisations, other levels of government (domestic and foreign), the private sector, not‑for‑profit entities and other non-governmental organizations. PCH’s evaluation function contributes to policy development, as well as program/initiative design and delivery improvements.

In order to ensure that it has timely, strategically focussed, objective and evidence‑based information on the relevance, effectiveness and efficiency of its policies, programs and initiatives, PCH’s Evaluation Services Directorate (ESD) is seeking to use external contractors to obtain specialized expertise to support them in carrying out their responsibilities. The ESD works closely with Contractors and may require them to conduct, on an “as and when required basis”, complete evaluation projects; components of evaluation projects; or, other corporate projects supporting the evaluation function of PCH. Specific requirements will be identified on a project by project basis. Projects may require the use of one or multiple methodologies and one, or multiple resource categories. 

The annual budget for Professional Evaluation Services is approximately $450,000 per fiscal year. It is intended to result in the award of up to five (5) contract(s) each for an initial period of 27 months, plus two (2) one-year irrevocable option(s) allowing Canada to extend the term of the contract(s).
